Traffenstedt, ATCM /City Clerk DATE: September 21, 2004 (CC Meeting of 10/6/04) SUBJECT: Consider Teen Council Appointment to Fill One Vacancy BACKGROUND AND DISCUSSION On June 16, 2004, the City Council made the following appointments to the Teen Council for the one -year term beginning July 1, 2004, and ending June 30, 2005: Aryan Aziz (9th grade) , Kelsey Butzer (8th grade), Brianna Corzine (11th grade), Taylor Fernandez (12th grade), Paul Jafar (9th grade), Jon Lamberson (10th grade), Roxanna Moradi (10th grade), Sergio Pacheco (12th grade) , Hilary Pemberton (9th grade), Allyson Rueckert (12th grade), and Gregory Smith (7th grade). Sergio Pacheco (a 12th grade representative) has recently resigned due to other commitments. Staff is requesting that the City Council take one of the following two actions: 1) Make one appointment to fill the vacancy using the prior recruitment (see attached agenda report for the June 16 meeting and applications that will be provided under separate cover); or 2) Determine that no additional appointment is required due to the fact that there are ten remaining members on the Teen Council and a minimum of one representative from each grade level from 7th grade to 12th grade (consistent with the adopted Teen Council appointment policy, which allows for a minimum of seven and no more than eleven members, with a goal of having a minimum of one representative from each grade level from 7th grade to 12th grade) . Honorable City Council Teen Council Appointments October 6, 2004, Regular Meeting Page 2 Staff's understanding is that there has only been one meeting of the Teen Council held since the June appointments, so if a new appointment is made, there would be minimal catch -up time involved. The Council's adopted procedure for appointments (Policy 5 in Resolution No. 2004 -2160) is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he /she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall then make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. STAFF RECOMMENDATION Direct staff as deemed appropriate. The application period to submit applications for the next appointment period closed on April 30, 2004. DISCUSSION The Teen Council appointment process is included in the City Council Policies Resolution No. 2004 -2160. Teen Council Membership and organization requirements are included in Resolution No. 2004 -2160 as follows: All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark, with approval of the City Council, consistent with the adopted Council policy on procedure for appointments (Policy 5). The Teen Council shall consist of no less than seven (7) and no more than eleven (11) members, with a goal of having a minimum of one (1) representative from each grade level from 7th grade to 12th grade. Special attention should be given to insure that all middle schools and high schools in Moorpark have some representation on the Teen Council. Representatives would typically be limited to not serving more than a total of three years on the Teen Council to allow more teens the opportunity to serve as a Teen Council representative. Of the 21 applicants listed on Pages 1 and 2 of this report, Brittany Best and Shauna Marsh have served on Teen Council for two years (2002 -2004) and Aryan Aziz, Hilary Pemberton, Jon Lamberson, Taylor Fernandez, and Sergio Pacheco have served for one year (2003- 2004). It is recommended a representative from each Moorpark school and each grade level be considered for appointment.
