SUBJECT: Discussion of Modifications to the Existing U-
turn Prohibitions Located at the Intersection of
Miller Parkway and Patriot Drive
BACKGROUND
On September 1, 2004, the City Council discussed the possibility
of allowing u -turn movements for north and south bound vehicles
at the intersection of Miller Parkway and Patriot Drive. The
City Council directed that this matter be placed on a future
City Council Agenda for discussion.

u -turns primarily for the purpose of allowing the operation of a
west bound, right turn overlap, providing a right turn green
arrow for west bound vehicles simultaneously with the south
bound left turn green arrow. Per Caltrans standards, the west
bound right turn overlap green arrow installation requires the
elimination of the conflicting, south bound u -turn movement.
This design choice presumably will favor an anticipated greater
volume of west bound right turns over a lower anticipated demand
for south bound u- turns. The present design of the traffic
signal is intended to serve the eventual "build -out" traffic
conditions once all Moorpark Marketplace and Cypress Development
sites are complete and fully occupied.
The existing street improvements on Miller Parkway, immediately
north and south of Patriot Drive, provide typical curb to curb
widths, and could physically accommodate north and south bound
u -turns for most standard sized passenger vehicles. Should the
preference be to remove the west bound right turn overlap, and
allow north and south bound u -turns at this location, it can be
accomplished with relatively simple modifications to the traffic
signal, and revisions to signage. Once development of the
Cypress Development site and the remaining un- developed parcels
in the Marketplace are completed, staff could monitor the
performance of the intersection and determine if re- activating
the right turn overlap would significantly improve intersection
performance.
The north bound left turn is not presently functional for left
turns, and the left turn pocket is striped with diagonal lines.
The north bound left turn will be brought on -line with the
Nearon Development project, and could allow u -turns once in full
operation. Staff recommends waiting until the developer has
completed the signal installation to allow north -to -south bound
u- turns.
STAFF RECONlMlENDATION
Direct staff to modify the traffic signal at the intersection of
Miller Parkway and Patriot Drive to allow south -to -north bound
u- turns.
