SUBJECT: Consider Appointment of City Council Representative to
the Ventura County Transportation Commission
DISCUSSION
The Ventura County Transportation Commission (VCTC) was formed by
the state legislature in 1989. VCTC is responsible for
transportation policies, projects, funding and priorities for
projects that involve highways, bus services, bicycling and bike
paths, aviation, commuter and freight railroads, and other
transportation issues. VCTC controls the use of federal, state and
local funds for transportation and related projects. It also serves
as the Airport Land Use Commission, Service Authority for Freeway
Emergencies, and the Congestion Management Agency. The City's
current representative is Councilmember Millhouse.
Previously, VCTC had a governing board of seven members: two county
supervisors; three elected city members; and two public members.
The ten cities rotated voting membership on the commission. AB 2784
was adopted by the legislature with the objective of reorganizing
the commission so that each city and the five county board of
supervisors are voting members. On September 8, 2004, Governor
Schwarzenegger signed the bill and it became law on October 8.

STAFF RECOMMENDATION
Designate a City Councilmember as the City representative to the
VCTC.
