Chudoba, Senior Management Analyst kei DATE: October 12, 2004 (CC Meeting of 10/20/04) SUBJECT: Consider Resolution Authorizing the City Manager, the Assistant City Manager, or the Director of Administrative Services to Act on Behalf of the City of Moorpark for the Purpose of Obtaining Federal Financial Assistance Provided by the U.S. Department of Homeland Security, and Acceptance of the Homeland Security Grant BACKGROUND The federal government provides Homeland Security Grants to state and local governments to prevent, deter, respond to, and recover from threats and incidents of terrorism. Funds may be used for planning, equipment, training, exercises, and administration. Last year, the City received two Homeland Security Grants totaling $28,350 to purchase personnel identification equipment and security cameras for the new Police Services Center, and to conduct a simulation exercise. DISCUSSION This year, the City is eligible to receive a Homeland Security Grant in the amount of $15,500 to buy handheld radios and satellite phones, and to conduct a tabletop exercise. In addition, as part of the Ventura County Operational Area Two -Year Emergency Management Funding Strategy developed by the Inter - Agency Coordination Group, the Sheriff's Office of Emergency Services will use a Homeland Security Grant to purchase the following items for each of the 10 city emergency operations centers ($20,100 per city): crisis management software, computer for crisis management software, and video conferencing equipment. The City must agree to accept and maintain these items. 00012's Honorable City Council October 20, 2004 Regular Meeting Page 2 Also, as part of the Two -Year Funding Strategy, each of the 10 city emergency services coordinators will receive a $1,764 grant for emergency management training. All grant funds will be provided on a reimbursement basis, and the performance period will end December 31, 2005. As set forth in the grant assurances, equipment acquired under this grant must be available for mutual aid. The City must submit quarterly performance reports to the Sheriff's Office of Emergency Services until all activities are completed or the grant is formally closed. To receive these funds, the City must (1) designate three Authorized Agents to act on behalf of the City on grant matters, (2) confirm the requested grant purchases /expenditures, and (3) sign the grant assurances. STAFF RECOMMENDATION 1. Adopt Resolution No. 2004- ; and 2. Authorize the City Manager to sign the confirmation of requested purchases /expenditures and the grant assurances. Attachment 1: Resolution No. 2004- 0001.26 ATTACHMENT 1 RESOLUTION NO. 2004- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE CITY MANAGER, THE ASSISTANT CITY MANAGER, OR THE DIRECTOR OF ADMINISTRATIVE SERVICES TO ACT ON BEHALF OF THE CITY OF MOORPARK FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE U.S. DEPARTMENT OF HOMELAND SECURITY WHEREAS, a public entity established under the laws of the State of California must designate three Authorized Agents to act on behalf of its governing body for all matters pertaining to federal financial assistance provided by the U.S. Department of Homeland Security. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City of Moorpark hereby authorizes the City Manager, the Assistant City Manager, or the Director of Administrative Services to execute for and on behalf of the City of Moorpark any actions necessary for the purpose of obtaining financial assistance provided by the U.S. Department of Homeland Security and subgranted through the State of California. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
