SUBJECT: Consider Procurement of Two Transit Buses
SUMMARY
The City Council is being asked to authorize staff to proceed with
the purchase of two new buses. An appropriation of $400,000
($200,000 per bus) was included in the City of Moorpark's Fiscal
Year 2004 -2005 Public Transit budget. Consistent with the City's
last bus purchase in 2001, it is recommended that the City use a
state bus procurement contract and its specifications for the
Moorpark Transit fixed route system buses, and that the City hire
an inspector to monitor the manufacturing process. The total
proposed procurement of $400,000 includes estimated inspection
costs. The source of the funding is an 80% FTA (Federal Transit
Administration) §5307 grant for $320,000 and 20% ($80,000) local
match from the City's TDA (Transportation Development Act) funds.
BACKGROUND
Moorpark City Transit currently operates two fixed routes Monday
through Friday. Route one bus operates from 6:00 a.m. to 5:30 p.m.,
and Route 2 operates from 6:40 a.m. to 6:10 p.m. Together, the two
routes provide twenty -three operational service hours (revenue
hours) per day. The City transit fleet currently consists of two
2002 MST II buses, one 1998 Blue Bird model bus, and CUSA provides
one 1997 Diamond cutaway bus for backup. Three buses are used each
day to operate the system; a relief driver provides breaks using the
third bus. Upon the City's budget appropriation for the buses in
June, staff submitted the procurement of the two buses for funding
approval. The approval process began with the City, then went
through VCTC where it was included in the Program of Projects (POP)
that was adopted in August. Following that, approvals from SCAG
(Southern California Associated Governments) and Caltrans were

obtained, placing Moorpark's buses in the regional Transportation
Improvement Plan (TIP). Finally, on October 4, 2004, the FTA
approved the TIP, and with it, the City of Moorpark's projects to
use a FTA grant to purchase two new buses. With this approval, the
City has "pre -award authority" and $320,000 (80 %) for the buses
that will be included in the 2004 -2005 FTA §5307 grant to the
Thousand Oaks - Moorpark Urbanized Area (UZA). A caveat the Council
should be aware of is that pre -award authority means that the City
will be reimbursed after first paying for the buses. It may be a
year or so before the federal government will actually fund its
transit grants. On the other hand, it may be nine months or more
until the buses are manufactured and delivered, at which time
payment will be due.
The recommended vehicles are an update of the make and model of the
two buses that the City purchased in 2001. As indicated, the
funding sources are also the same. As before, it is proposed that
the City utilize the state's transit bus purchasing contract. The
State of California Department of General Services (DGS) offers
master agreements and statewide commodity contracts as the state's
main procurement instruments. The DGS master agreements and
contracts have been competitively bid, prices analyzed, and quality
controls confirmed.
For over 30 years, the DGS has competitively bid and made vehicle
contracts available to California government entities in an effort
to help public agencies meet their vehicle fleet needs. The state
vehicle contracts leverage statewide California government
purchasing power to achieve better pricing and tight
specifications. Manufacturer and dealer incentive programs provided
to the government enhance the contract pricing. These contracts
offer a broad spectrum of vehicles at an 8% to 12% percent cost
savings over volume commercial fleet pricing. To purchase under
state contracts, agencies order directly from the contract dealer
with a copy of the order going to the California Department of
General Services (DGS) Procurement Division. DGS now charges a
2.56% administrative fee, which is an increase from 1% that the
state formerly charged. Nevertheless, it is minimal when
considering the time and cost savings agencies incur by avoiding
the specification development, negotiation, and the bid process.
DISCUSSION
The two proposed new buses will be the primary buses, and the city's

existing buses will be assigned as the backup fleet. The backup
fleet should then have enough depth to avoid the need to bring in
large, over the road highway buses from CUSA's other operations when
there are breakdowns or extended maintenance down times. CUSA's
Diamond cutaway will be removed from the City fleet but will be held
in reserve by CUSA.
The proposed buses meet the stringent new air quality rules
recently adopted for transit fleets by the California Air Resources
Board. If approved, the buses will be diesel powered. It may not be
practical to consider alternative fuel buses at this time because
there are no fueling facilities in the area. As the Council is
aware, space provisions will be made in the future City Corporation
Yard for siting an alternative fueling station at some point after
the facility is completed. It is anticipated that when the next
transit vehicle procurement occurs in 2008 -2009, there may be even
less polluting engines and fuel sources available in the medium
duty bus class of vehicles utilized by Moorpark City Transit.
The state contract was awarded with specifications that include
many important accessibility features, as well as extensive
durability and workmanship criteria. As it was previously, the
successful bus manufacturer was the El Dorado Bus Company's MST II
bus model. The winning bus, the MST II by El Dorado, is the only
bus in its class (small bus) that has successfully completed
testing by the FTA at their vehicle proving ground in Altoona, PA.
As a result, the MST won "Altoona Tested" designation as a ten -year
bus. This means that the bus is designed and built to be capable of
remaining in service for up to ten years. FTA guidelines allow
replacement of this class of bus after seven years and 150,000
miles.
City staff proposes purchasing two MST II buses. The proposed buses
will accommodate twenty -five passengers (nineteen, with two
wheelchair positions.) Two seats have fold down child seats for
infants. There will be visual and audible stop request indicators
and head signs showing the route and destination. The wheelchair
lift folds out from the stairs, making it unnecessary to have a
separate wheelchair door, and thus increasing seating capacity. The
wheelchair lift has the power and size to accommodate motored
scooter chairs that are common in this area. There are handles on
the seats and grab rails along the ceiling for safety to
accommodate standing passengers. During peak hours it is not
unusual for a Moorpark City Bus to be filled to capacity including

standees. The available diesel engine is recommended for the City's
use because there is no CNG (Compressed Natural Gas) fueling site
or other viable alternative fuel option available in Moorpark. A
summary of the bus's specifications is attached to this report. A
complete vehicle specification package has been placed in the
Council reading file.
The budgeted amount for each bus is $200,000. The attached price
quote is for

Inspection of the vehicles is necessary to ensure that the bid
specifications are met. Unlike production cars and trucks, transit
vehicles are built up from the chassis as they are ordered.
Independent inspection is a requirement under FTA funding rules
when ten or more buses are ordered. The current lead -time for a MST
bus is about nine months. CUSA has indicated that they can continue
to operate using the existing fleet of buses until the new buses
are completed.
STAFF RECOMMENDATION
Authorize staff to initiate procurement of two new buses not to
exceed $400,000, using the State Department of General Services
contract with Creative Bus Sales, and including a supplemental
inspection services agreement with an independent contractor,
subject to final language approval by the City Manager.
