Hogan, Community Development Director Prepared By: Scott Wolfe, Principal Planner DATE: October 19, 2004 (CC Meeting of 11/3/04) SUBJECT: Consider Permit Adjustment No. 2004 -15 for Minor Changes to Lot Configuration within Tract No. 5187 (William Lyon Homes). BACKGROUND On February 6, 2002, the City Council approved Vesting Tentative Tract Map No. 5187, for the subdivision of 350 acres of land into 250 residential lots located west of Walnut Canyon Road and approximately one -half mile north of Casey Road. On August 27, 2004, a grading permit was issued based upon an approved grading plan for this tract and approval of an early grading agreement. The applicant is now seeking a Permit Adjustment for minor changes to the approved Vesting Tentative Tract Map. DISCUSSION The proposed changes to this tract consist primarily of minor adjustments to the lot lines within the area approved for development. This would allow the project to meet driveway slope standards and avoid large retaining walls between lots. The proposed changes would qualify for Permit Adjustment findings as they do not alter any of the findings for approval of the project, do not require any change to the environmental document prepared for the project, and would not have any adverse effect on surrounding properties. The Community Development Director is the decision maker on a Permit Adjustment. While nearly all lots within the tract are affected by this alteration, the overall effect on the appearance of the tract is minimal. Streets are not affected, and the horizontal and vertical alignments of all streets within the tract remain the same. In most cases, any given lot will move no more than a few feet from where it was previously approved. In a few cases, the lot moves about one -half its width. Additionally, in an attempt to avoid overly large retaining walls between homes, the applicant proposes to eliminate two lots from streets in the north -west portion of the �ract, reducing the number of residences to 248. An accompanying attachment shows the new lot configuration overlaid on the old configuration. STAFF RECObMNDATION Direct staff to prepare a letter approving Permit Adjustment No. 2004 -15 as requested for Vesting Tentative Tract No. 5187.
