Subject: Approval of Plans and Specifications and Authorization
to Advertise for a Project to Construct: 1) the Spring
Road Median Landscaping North of Second Street; and 2)
Parkway Tree Replacement on the East Side of Tierra
Rejada Road, South of Courtney Lane
DISCUSSION
A. Project Description
1. Spring Road Median Landscaping: The median in Spring Road
north of Second Street (see Exhibit 1) was constructed as a
part of the Flinn Avenue Realignment and Reconstruction
Project. Although installation of landscaping was not a
part of that project, the project did include the
installation of a water meter and a water line stub to the
median for the then future landscaping, in order to avoid
future trenching in the new pavement.
2. Tierra Rejada Road Parkway Tree Replacement: The parkway
trees along the east side of Tierra Rejada Road south of
Courtney Lane (see Exhibit 2) have caused damage to the
sidewalks in that area and threaten the adjacent property
walls. In September of this year the City Council approved
funds (Project 80331 for the replacement of these trees and
the repair of the damaged curb, gutter and sidewalk.
B. Project Design
1. Spring Road Median Landscaping: Plans and specifications
for the construction of this median landscaping have been
prepared by the City's consultant landscape architect.

2. Tierra Rejada Road Parkway Tree Replacement: Plans and
specifications for this project have been prepared by City
staff. The design concept is similar to the parkway trees
replacement project recently constructed on Spring Road
south of Peach Hill Road, and will include the installation
of tree grates. The 24" box trees to be planted are more
compatible with sidewalks than the Sycamores being removed.
3. Combined Project: These two projects have been combined
into one set of plans and specifications, to be bid as one
construction project.

Note B
Note A: The subject median landscaping project is a part of the larger
Spring Road Widening Project. As discussed above in this
report, that portion of the Spring Road Widening project north
of Second Street has already been constructed. The City is
still in the process of acquiring rights -of -way for that
portion of the project south of Second Street. Construction of
the Spring Road Widening Project is scheduled for 2005.
Note B: The subject parkway tree replacement project is part of a
larger project for the construction of parkway med -ar.s along
the south side of Los Angeles Avenue east and west of T?erra
Rejada Road and along the west side of Tierra Rejada Road sou *_n
of Los Angeles Avenue. Construction of that protect has been
deferred indefinitely pending a determination regarding
increased funding for parkway /median landscape maintenance.

3. Tierra Rejada Road Parkway Tree Replacement Budget: As
stated earlier,
in September of this year the City Council
approved a Budget amendment funding this project to be a
part of a larger parkway project to be constructed in the
vicinity of the
intersection of Tierra Rejada Road and Los
Angeles Avenue
[Project 8033] . A comparison of the funds

D. Maintenance Cost Impact
1. Spring Road Median: The estimated annual maintenance cost
for this new landscaped median is $3,300 [3,700 sf x
$0.90 /sf /yr.].

2. Tierra Rejada Road Parkway Trees: In that this project
only replaces existing parkway trees, there will be no
maintenance cost increase resulting from this project.
E. Plans and Specifications
A review copy of the Plans and Specifications for the subject
combined project has been placed on top of the file cabinets
in the City Council Conference Room.
F. Proiect Approval -- Design Immunit
It is recommended below that the City Council approve the
project plans and specifications in order to document City
Council approval of the scope and design of the project. Such
approval is also required for the purpose of establishing
design immunity pursuant to Section 830.6 of the Government
Code of the State of California.
G. Schedule
It is anticipated that bids for the subject project will be
opened and presented to the City Council in January, with
construction to start in February.
STAFF RECO OMNDATION
Approve the plans and specifications for the subject project and
authorize staff to advertise for receipt of bids for construction
of the project.
