Lindley, Director of Community Services November 1, 2004 (Meeting of November 17, 2004) SUBJECT: Consider Fiscal Landscape and District Zone 10 DISCUSSION Year 2004/05 Budget Amendment for Lighting Maintenance Assessment The adopted FY 04/05 budget contains an error in the amount allocated for landscape maintenance of the Zone 10 (Mountain Meadows) Landscape and Lighting Maintenance Assessment District. The error was clerical in nature; a zero was omitted in the landscape maintenance line item. While the City's budget document is incorrect, the Assessment District Engineer's Report and Budget show the correct figure. The adopted FY 04/05 budget allocates $10,520 for landscape maintenance in Zone 10. The figure should have read $105,200. In FY 03/04, the City spent approximately $98,000 to maintain the landscaping in Zone 10. The City Council is being asked to adopt the attached resolution, amending the FY 04/05 budget by allocating an additional $94,680 to the landscape maintenance budget for the Zone 10 Landscape and Lighting Assessment District. The City collects an assessment from property owners residing in Zone 10 to fund maintenance activities. The revenue generated from the assessments in Zone 10 combined with the Zone's current fund balance will cover the proposed budget amendment. However, it is likely that by FY 05/06 or FY 06/07, Zone 10 will require funding assistance from the City's General Fund. Attachment A - Resolution No. 2004- `i00 60 Honorable City Council November 17, 2004 Page 3 RESOLUTION NO. 2004- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2004/05 BUDGET BY ALLOCATING $94,680 TO LANDSCAPE AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT (AD 84 -2), ZONE 10 (2310) FROM THE ZONE 10 ASSESSMENT DISTRICT FUND BALANCE WHEREAS, on June 16, 2004, the City Council adopted the budget for Fiscal Year 2004/05; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment by appropriating $94,680 for landscape maintenance in Zone 10 Landscape and Lighting Maintenance Assessment District from the Zone 10 Fund Balance; and WHEREAS, Exhibit N %A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $94,680 from the General Fund Reserve as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions.
