Gilbert, Director of Public Works q(d-- November 19, 2004 (Council Meeting 12 -1 -04) SUBJECT: Consider Resolution No. 2004- Establishing a "No Stopping Anytime" Zones on Park Lane South of Los Angeles Avenue BACKGROUND This matter was continued from the November 17 meeting. nrgrT1gqTnNi A. Park Lane In the past Park Lane south of Los Angeles Avenue was a "dead - end" street. With the construction of Park Crest Lane and the Senior Housing Complex at the south end of Park Lane, there has been an increase in traffic in this area. It is the view of staff that a NO STOPPING parking restriction be established on these streets, similar to like parking restrictions previously established on other collector streets throughout the City. B. Church Parkin Dave Boley, of the Faith Lutheren Church, expressed an interest in being able to have on- street parking in front of the church on Sundays. Staff has met with Mr. Boley and his associate to review possible options. He stated that it was his intent to attend the December 1 meeting and to request that Sunday parking be permitted. prk park lane 0411 w0021L Parking Restrictions: December 1, 2004 Page 2 Mountain Meadow Drive The attached photo (Exhibit 1) shows the length of the curbs along the west side of the street, listed (from north to south) and discussed as follows: 1. 23': There is room to park only one (1) car at this location. 2. 16': This curb is not long enough to accommodate parking. 3. 42': There is room to park only two (2) cars at this location. 4. 64': Vehicles parked in this area would block the visibility of the turn warning signs and reduce the pavement area available for turning movements of larger vehicles. It is recommended, therefore, that no stopping be allowed in this area. From the above analysis, there is room to park only three cars along the west side of the street in the vicinity of the Church. C. Park Crest Lane / Moorpark Avenue It is noted that "No Stopping Anytime" parking restrictions have already been established on both sides of Park Crest Lane and on both sides of Moorpark Avenue south of Los Angeles Avenue. D. Conclusion It is the recommendation of staff that a No Stopping Anytime" parking restrictions be established on both sides of Park Lane south of Los Angeles Avenue. JNJ Exhibit 2 RESOLUTION NO. 2004 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A NO STOPPING ANYTIME ZONES ON PARK LANE SOUTH OF LOS ANGELES AVENUE WHEREAS, Section 22507 of the California Vehicle Code provides for the restriction and /or prohibition of parking and /or stopping on any local streets by a local agency; and WHEREAS, the City Council has determined that it is necessary to establish parking restriction on a portion of Park Lane. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A "NO STOPPING ANYTIME" zones are hereby established on the Park Lane between Los Angeles Avenue and Park Crest Lane, as generally shown on Exhibit `A' attached hereto and made a part hereof. SECTION 2. The City Manager is hereby directed to confirm the placement of signs and /or markings giving notice of the parking restrictions provided for herein. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2004.
