SUBJECT: Consider Port of Hueneme /Oxnard Harbor District
Organizational Issues
BACKGROUND
On November 3, 2004, the City Council considered a staff report
updating activities at the Port of Hueneme. Direction was given
for staff to return on December 1, 2004, with information on the
Port of Hueneme, its relation to the Oxnard Harbor District, and
how the City could be more effective in addressing truck traffic
from Port activities.
DISCUSSION
The Oxnard Harbor District was established in 1937 as a special
district to own and operate the deep -water Port of Hueneme. The
Oxnard Harbor District's policies are set by a five - member Board
of Harbor Commissioners elected at large from the District. The
day -to -day business operations of the Harbor District are
administered by an Executive Director and professional staff.
The Harbor District is empowered to acquire, construct, own,
operate, control or develop any and all harbor works or
facilities necessary to the efficient undertaking of its
mission. The Harbor District prepares and controls its own
budget, administers and controls its fiscal activities, and is
responsible for all Port construction and operations.
The original district boundaries were equivalent to those of the
Oxnard Union High School District. Until 1990, the District's
boundaries included the Cities of Port Hueneme, Oxnard,
Camarillo, a portion of Thousand Oaks, and some unincorporated
territory within Ventura County. The Ventura County Local

Agency Formation Commission ( LAFCO) currently has the authority
to determine the boundaries of the Oxnard Harbor District.
Two competing proposals were submitted to LAFCO for
consideration in 1990. One, proposed by the Cities of Port
Hueneme and Oxnard, was to reduce the size of the district to
cover the area that generally only included these two cities, as
they felt that they were not adequately represented, yet bore
most of the impact of harbor activities. At the time, only one
of the five Harbor Commissioners resided within Port Hueneme or
Oxnard. The other, proposed by the Harbor District Board, was
to expand the boundaries to allow representation throughout the
county. This proposal was made with the argument this was the
area that experienced economic benefit. Both sides made a
presentation to the Moorpark City Council on January 3, 1990.
The City Council directed staff to send a letter to LAFCO to
support a countywide district. The City wanted to be included
in the district due to truck impacts from port activities. A
copy of the City's letter to LAFCO is attached. LAFCO
ultimately decided to reduce the size of the Oxnard Harbor
District as proposed by the Cities of Port Hueneme and Oxnard.
LAFCO is currently going through Sphere of Influence updates and
service reviews for all municipalities and districts. The
purpose of this review is to determine if any adjustments need
to be made to existing or future boundaries to improve service
efficiency. The schedule for the Oxnard Harbor District is for
the review to begin during the first quarter of 2005 and end
during the first quarter of 2006. LAFCO's initial indication is
that the Sphere of Influence probably does not require
amendment.
Staff has requested the Oxnard Harbor District to send copies of
all agendas and environmental notice so that district activities
can be monitored. In addition, at the direction of Council on
November 3, 2004, a letter has been sent to the Commanding
Officer of the Naval Base Ventura County indicating concern over
local impacts if additional Navy land is transferred to the
Oxnard Harbor District.
STAFF RECOMMENDATION
Direct staff as deemed appropriate.

On January 3, 1990, the Moorpark City Council took action to recommend
to LAFCO the expansion of the Oxnard Harbor District's boundaries to
include all of Ventura County. After consideration of the testimony
from representatives of the City of Port Hueneme and the Port of
Hueneme, the City Council concluded that it would be in Moorpark's best
interest to participate in the selection of representatives on the
Oxnard Harbor District Board.
The City Council is particularly concerned about the impact of truck
traffic from the Port on state route 118 as it passes through downtown
Moorpark. The City is currently without a voice in this matter and
believes that an expansion of the Oxnard Harbor District would provide
an opportunity for the City of Moorpark to be heard on this and other
pertinent issues.
The City Council encourages you to approve an expansion of the Harbor
District's boundaries.
