Gilbert, Director of Public Works DATE: November 19, 2004 (CC Meeting of 12 -1 -04) SUBJECT: Consider Street Sweeping Parking Restrictions OVERVIEW This presents a discussion of the street sweeping parking restriction program and describes certain recent changes, as well as suggested future changes, designed to improve coordination of street sweeping operations and sweeping parking restriction enforcement. This report was prepared in response to a request made by the City Council on November 17, 2004. BACKGROUND Weekly street sweeping parking restrictions were adopted in 1995. The weekly parking restriction was established even though the majority of the residential streets in the City are swept only every other week. For the most part, these parking restrictions have greatly improved the effectiveness and efficiency of our street sweeping efforts. DISCUSSION A. Parking Restrictions / Sweeping Schedule The program adopted by the City Council established a four - hour per week parking restriction on Tuesday and Thursday mornings (8:00 a.m. to 12:00 p.m.) and afternoons (12 noon to 4:00 p.m.). Some people know when it is not a sweeping day and park in violation of the posted restriction. Parking enforcement officials are then encouraged to NOT write citations on "off- days ". Sometimes such selective enforcement is followed, sometimes it is not followed and citations are issued on days when no sweeping is scheduled. These problems could be avoided if the parking restrictions and the sweeping were better coordinated. C. Coordination and Communication There was a failure by staff to communicate and coordinate the sweeping operations and the parking enforcement on the Veterans' Day Holiday (November 11). This caused parking citations to be issued on that day by the Sheriff's Department Cadet (Veterans' Day is not a County holiday), even though (per contract) street sweeping did not occur. Staff has initiated changes to, and /or revised past, communication and coordination efforts to prevent a reoccurrence of this problem. D. Press Releases In the future it is the intent of staff to issue a Press Release whenever a holiday falls on a street sweeping and /or street sweeping parking restriction day. These Press Releases will also be provided to those responsible for street sweeping and for parking enforcement, as one means to assure communication and coordination. E. Proqram and Customer Service Improvements In the view of staff there are a number of ways to possibly refine both the street sweeping program, and the related parking restrictions exemption program, to improve both program effectiveness and customer service. It is recommended below that the City Council ask the Transportation and Streets Committee to consider these possible program changes. A list of some of the possible points of discussion is as follows: 1. Consider twice per month sweeping (i.e. lst & 3rd or 2nd & 4th Tuesdays / Thursdays). 2. Consider weekly sweeping (possibly in the fall months only). 3. Review parking permit issuance policies and procedures. 4. Review of selective enforcement of parking restriction (not enforced on days not scheduled for sweeping). sweeping_0412b 000061_ Street Sweeping Parking Restrictions December 1, 2004 Page 3 5. Review need for parking restrictions for "make -up" days for: a) mechanical problems; b) excessive debris requiring sweeper to dump more often thus extending the sweeping time past the four -hour "window "; and c) follow -up sweeps to correct service deficiencies. 6.
