and Specifications and Waive City Purchasing
Procedures
DISCUSSION
At its meeting on December 6, the Parks and Recreation
Commission agreed upon a design for the new playground
equipment for Mountain Meadows Park. The City Council is
being asked to approve the Commission's design
recommendation, increase the project budget, and waive the
City's purchasing procedures.
The FY 2004/05 budget includes $92,427 to replace the
playground equipment at Mountain Meadows Park. In the large
playground area shown in Attachment A, the Commission
proposes to install traditional playground equipment: a
large component designed for children 5 to 12 years of age
and a smaller component made for children 2 to 5 years of
age. The proposed components are made by PlayWorld Systems
and sold by Dave Bang. Additionally, the existing swing set
will be replaced with a set that will include two bays of
two individual swings each (total of 4 swings), of which
two swings will accommodate toddler aged children. The City
recently installed PlayWorld System equipment at Villa
Campesina Park. In the opinion of the Parks and Recreation
Commission and staff, the PlayWorld System design is both
challenging and attractive. A color rendering of the
proposed equipment was provided to the Council under a
separate cover memo.

The Commission is also recommending that the design of the
large playground (Attachment A) include a stand -alone
component called Supernova. The Supernova is a large
slanting ring that spins while children attempt to balance
on it (Attachment B) . It is most similar to a traditional
merry -go- round. The Supernova is made by Kompan and sold by
a company called Three Wishes.
In the small circle playground (not shown on Attachment A) ,
to the east of the larger playground, the Commission
proposes to install a climbing apparatus called "Space
Ball" (Attachment C) . This playground has been vacant for
approximately five years, when the old wooden equipment was
removed because it no longer met the state safety
guidelines. The Space Ball is made by a German playground
company and it will add a unique feature to Mountain
Meadows not found in the City's other parks. All of the
equipment included in the recommended design meets the
current California playground safety requirements.
The play surface in the large lot identified in Attachment
"A" is proposed to be a mixture of sand and "poured -in-
place" rubber material. The shaded areas on the map
illustrate the rubber surface. This meets the ADA
accessibility requirements. The surface in the small round
play lot with the Space Ball will be sand.
The estimated budget for the project as proposed by the
Parks and Recreation Commission is as follows:

As proposed by the Parks and Recreation Commission, the
project design is $14,000 over the budget appropriation.
The Commission discussed the elimination of the Supernova
and the project coordinator as steps to reduce costs.

However, it was a consensus of the Commission to recommend
that the Council appropriate additional funds so that the
original design can be built. The Commission did agree to
recommend the elimination of the Supernova and project
coordinator if the Council elected not to increase the
project budget.
If the Council approves the Parks and Recreation
Commission's recommendation to increase the project budget,
staff proposes that the additional funding be allocated
from the Park Improvement Fund Balance. Mountain Meadows
Park is in Park Improvement Zone 3, which has an estimated
fund balance of $76,000. However, the City anticipates
receiving $600,000 from the Shea Homes Development of which
$360,000 will be directed to the Zone 3 Fund Balance. Of
that $360,000, the City anticipates receiving $122,000 this
fiscal year. This is sufficient to cover the proposed
$106,000 expenditure for Mountain Meadows Parks. Over the
next two to three years, the City can anticipate an
additional $360,000 in park improvement fees in Zone 3 and
approximately $600,000 when the Pacific Communities project
is approved.
Purchasina Procedures
The City's purchasing procedures require that purchases of
$15,000 or greater go through a formal competitive bidding
process. However, the City Council at its discretion, may
waive the purchasing procedures, by majority vote, to fit a
specific purchase pursuant to the Municipal Code. Staff is
requesting that the Council waive the purchasing procedures
and agree to "piggyback" the play equipment purchase onto
a competitively bidded purchasing contract by another
public agency.
Dave Bang Associates, the company that sells PlayWorld
System equipment, was awarded a competitive purchasing
contract from the Colton Joint Unified School District for
playground equipment. Colton Unified has agreed to allow
other public agencies in California to "piggyback" on its
contract, receiving the same terms and conditions. As was
approved for the purchase of play equipment for Villa
Campesina Park, staff recommends that the Council waive
formal purchasing procedures and authorize staff to piggy
back on the Colton Unified School District's contract.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK, CALIFORNIA, AMENDING
THE FY 2004/05 BUDGET TO ALLOCATE $14,000
FROM THE PARK IMPROVEMENT ZONE 3 FUND
BALANCE (2113) TO THE MOUNTAIN MEADOWS
PLAYGROUND IMPROVEMENT EXPENDITURE BUDGET
WHEREAS, on June 16, 2004, the City Council adopted
the budget for Fiscal Year 2004/05; and
WHEREAS, a staff report has been presented to said
Council requesting a budget amendment allocating $14,000 to
the Mountain Meadows Playground Improvement expenditure
budget from the Park Improvement Zone 3 Fund Balance; and
WHEREAS, Exhibit "A" hereof describes said budget
amendment and its resultant impacts to the budget line
item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment allocating $14,000
to the Mountain Meadows Playground Improvement expenditure
budget from the Park Improvement Zone 3 Fund Balance as
more particularly described in Exhibit "A" attached hereto
is hereby approved.
SECTION 2. The City Clerk shall certify to the
adoption of this resolution and shall cause a certified
resolution to be filed in the book of original resolutions.
