Gilbert, Director of Public Works December 8, 2004 (Council Meeting 12- 15 -04) DISCUSSION Consider Resolution No. 2004- Establishing a "No Stopping Anytime" Zone on Hearon Drive A. Committee In response to concerns raised by local residents, on December 6, 2004, the Transportation and Streets Committee [Councilmembers Harper and Millhouse] discussed traffic control issues at the intersection of Hearon Drive and Monroe Street. As discussed at that meeting, one factor affecting pedestrian safety at this intersection is the horizontal alignment (curves in the road) of Hearon Drive north and south of the intersection. Staff agreed that visibility would be improved if the limits of the parking restriction on the east side of the street at the intersection were extended. Note: It should be noted that the existing red curb on each side of the curb ramp on the east side of the street at he Monroe Street intersection, was installed in order to better implement Section 10.04.190 (P) of the Moorpark Municipal Code prohibiting parking near curb ramps. There is no City Council Resolution related to this "RED" curb. B. Staff Investiqation Subsequent to the December 6 meeting, staff investigated the site and determined the optimum location of additional RED curbs in this area. No Stopping Zones The attached Resolution establishes a NO STOPPING ANYTIME zone on the east side of the Hearon Drive in the vicinity of Monroe Avenue. In that the roadway curves away (in both directions) from a pedestrian crossing from the west side of the street, it was determined that visibility from that point is good and that additional parking restrictions on the west side of the street are not necessary. D. Park Parkin Staff is aware of the fact that the addition of more RED curb eliminates curbside parking for Campus Canyon Park. It is the intent of staff to work with the Moorpark Unified School District to see if some of the "school parking lots" can be opened on weekends for parking for the park. E. Speed Feedback Sign In addition, staff is working to install a speed feedback sign on Hearon Drive north of Monroe for southbound drivers. STAFF RECObMNDATION Adopt Resolution No. 2004- Attachments: Exhibit 1: Resolution prk hearon 0412 RESOLUTION NO. 2004 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A NO STOPPING ANYTIME ZONE ON THE EAST SIDE OF HEARON DRIVE AT MONROE STREET 2 WHEREAS, Section 22507 of the California Vehicle Code provides for the restriction and /or prohibition of parking and /or stopping on any local streets by a local agency; and WHEREAS, the City Council has determined that it is necessary to establish parking restrictions on a portion of Hearon Drive. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A "NO STOPPING ANYTIME" zone is hereby established on the east side of Hearon Drive, from a point approximately one hundred twenty -two feet (122') south of Monroe Street, to a point approximately thirty feet (30') north of Monroe Street. SECTION 2. The City Manager is hereby directed to confirm the placement of signs and /or markings giving notice of the parking restrictions provided for herein. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2004.
