Gilbert, Director of Public Works December 3, 2004 (Council Meeting 12- 15 -04) �(d __ SUBJECT: Consider Awarding a Contract for the Construction of a Double Left Turn Lane on Spring Road at Tierra Rejada Road DISCUSSION A. Background In March of 2004, the City Council approved the conceptual design for the subject project. The approved design provided for the elimination of the northbound left -turn lane into the shopping center, immediately north of the subject intersection. This design was approved by the City Council subsequent to a number of meetings with the property and business owners affected by the project, which were held in order to thoroughly discuss available design options. Subsequent to conceptual design approval, a civil engineering consultant was retained to prepare the final project plans and specifications. In October of this year the City Council approved those plans and authorized staff to advertise the project for receipt of bids. B. Project Description The general scope of the project is shown on the diagram attached as Exhibit 1. The project generally entails the modification of the median and the construction of additional pavement at the north leg of the Spring Road and Tierra Rejada Road intersection, to allow for two (2) southbound left -turn lanes. Tree wells will be provided in the four feet (4') wide median in the area of the double left -turn lane. Traffic Manaqement The work will not require any reduction to the number of travel lanes to and through the subject intersection. It is anticipated, therefore, that the planned construction will not adversely impact the flow of traffic. D. Bid Results Bids for the subject project were received and opened on November 30. The apparent low bidder is GPM Sealrite, with a bid of $72,840.00. A summary of the bid results is attached as Exhibit 2. It has been determined that the apparent low bidder is qualified to perform the work. Said bidder has confirmed that their bid is valid and that they are prepared to proceed with the construction of the project. E. Fiscal Impact 1. The approved Budget for the project exceeds the current project cost estimate. F. Schedule It is anticipated that construction should start in February and be completed in April. G. Administrative Actions If the recommended action is taken by the City Council, certain administrative actions will be undertaken by staff, including the following: • A construction contract agreement will be forwarded to the contractor for the construction of the project, for the contract price of $72,840.00. • When all of the contract documents are in order, the agreement will be executed by the City Manager. • A construction contingency of $14,568.00 (20 %) will be set aside for the project. STAFF RECOMMENDATIONS (Roll Call Vote) Approve the award of a construction contract to GPM Sealrite for the construction of the subject project.
