SUBJECT: Consider Continuation of Local Emergency
BACKGROUND
On January 9, 2005, the Director of Emergency Services (City
Manager) proclaimed the existence of a local emergency due to the
"2005 Winter Storms" (Resolution 2005 - 2278). On January 12, 2005,
the City Council ratified this proclamation (Resolution 2005 - 2279).
Government Code Section 8630 requires the City Council to review
the need to continue this proclamation at least every 21 days until
the local emergency is terminated.
The proclamation of a local emergency authorizes the undertaking of
extraordinary police powers, provides limited immunity for
emergency actions of public employees and governing bodies,
authorizes the issuance of orders and regulations to protect life
and property, and activates pre- established local emergency
provisions such as special purchasing and contracting.
DISCUSSION
The "2005 Winter Storms" caused heavy rain, floods, and mudslides
in Moorpark. To manage the City's emergency response, the City's
Emergency Operations Center was activated from Sunday, January 9,
2005, at 10:30 a.m. until Tuesday, January 11, 2005, at 6:00 a.m.
While no deaths or injuries were reported, floods, mudslides, and
large amounts of debris required closing several City streets. The
most severe floods occurred at Villa Del Arroyo Mobile Home Estates
on East Los Angeles Avenue and the Campus Park Drive neighborhoods
at Cambridge Street and Penn Street.
Staff is compiling additional information in anticipation of
disaster relief funding and related assistance for affected
property owners. At this time, staff recommends that the City
Council continue the proclamation of a local emergency to finalize
damage assessment and evaluate post -storm impacts.
STAFF RECOMMENDATION
Continue the proclamation of a local emergency.
