Gilbert Director of Public Works DATE: January 6, 2005 (Council Meeting 1- 19 -05) SUBJECT: Consider Resolution Amending the Budget to Increase the Budget for Engineering Studies and to Fund a New Radar Speed Feedback Sign for Los Angeles Avenue East of Collins Drive DISCUSSION A. Engineerinq Studies [Acc. No. 2605 -8310- 0000 -91031 The total appropriation and budget for Engineering Studies for FY 2004/05, is $12,000. A summary of approved Engineering Studies to date is as follows: Consultant Project Cost ($) Hartzog & Crabill Collins Bridge Striping 1,800 Hartzog & Crabill Villa Del Arroyo Entrance 3,975 CAA Little Hollow Sub -Drain Design 2,465 Hartzog & Crabill Collins / Campus Park Capacity Study 4,380 Total 12,620 Note: The traffic study being performed for the intersection of Collins Drive and University Drive is not being charged to this account in that these costs will be reimbursed by Moorpark College. Staff sees the need for additional Engineering Studies this year, to possibly include one or more of the following projects: • Implementation of some of the recommendations in the recently completed Traffic Signal Inventory requiring preparation of designs for traffic signal operations upgrades; and • Miscellaneous Stop Sign and /or traffic signal Warrant Studies, including one for a proposed traffic signal at the eastbound off -ramp at Collins Drive. Budget Amend-0501 9001211 Budget Amendment January 19, 2005 Page 2 It is recommended below that the City Council approve the appropriation of an additional $12,000 for this line item account. B. Radar Speed Feedback Sign At a recent meeting of the Transportation and Streets Committee [Councilmembers Harper and Millhouse] there was discussion of excessive speed on westbound Los Angeles Avenue [future Arroyo Drive] just west of the easterly City Limit, near the Villa del Arroyo Mobile Home Park. It was mentioned that a Radar Speed Feedback installed at that location might serve as a reminder that the Speed Limit drops from 50 MPH to 40 MPH as motorists enters the City. C. Attachments: Exhibit 1: Draft Resolution Budget Amend 0501 ;000Ji.4 �3 Exhibit 1 RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2004/05 BUDGET TO APPROVE CERTAIN ADDITIONAL APPROPRIATIONS FROM THE GAS TAX FUND [FUND 26051 REQUIRED TO FUND CERTAIN UNFORESEEN COSTS WHEREAS, on June 16, 2004, the City Council adopted the Budget for Fiscal Year 2004/05; and WHEREAS, a staff report has been presented to the City Council requesting a budget increase in the aggregate amount of $19,000; and WHEREAS, said staff report discusses certain fund transfers approved last fiscal year and the need to adjust same; and WHEREAS, Exhibit "A ", attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $19,000, as more particularly described in Exhibit "A ", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
