On January 12, 2005, the City Council ratified this proclamation (Resolution 2005 - 2279). The proclamation of a local emergency authorizes the use of extraordinary police powers, provides limited immunity for emergency actions of public employees and governing bodies, authorizes issuance of orders and regulations to protect life and property, and activates pre- established local emergency provisions such as special purchasing and contracting. On January 19, 2005, the City Council continued the local emergency to finalize damage assessment and evaluate post -storm impacts. On February 1, 2005, the City submitted a Preliminary List of Projects to OES. On February 2, 2005, the City Council continued the local emergency to complete the Public Assistance Program application. DISCUSSION On February 4, 2005, President Bush declared a major disaster in Ventura County. As a result, the Federal Emergency Management Agency will award grants to state and local governments and certain private nonprofit entities to pay 75 percent of the eligible costs for repairing or replacing damaged facilities. In addition, residents may be eligible for grants to help pay for temporary housing, home repairs, and other serious disaster - related expenses. Staff recommends that the City Council continue the local emergency while staff completes the Public Assistance Program application.
