Gilbert, Director of Public Works DATE: February 17, 2005 (Council Meeting 3 -2 -05) SUBJECT: Consider Approval of Consultant Traffic Signal Design / Operations Management Services and Adoption of a Resolution Amending the Budget to Fund Same [Gas Tax Fund (Fund 2605)] DISCUSSION A. Traffic Signal Operations The City owns, maintains and manages sixteen (16) traffic signals. When the City accepts the Miller /Patriot signal we will have seventeen (17) traffic signals. The City has retained the services of Republic Electric to provide traffic signal maintenance services to the City. Those services primarily relate to the maintenance of the hardware and equipment. In addition to traffic signal maintenance, it is also necessary to manage the operations of traffic signals. Sometimes malfunctions and /or poor traffic signal performance is related to hardware and can be corrected by proper signal maintenance. Other times traffic problems are more due to poor or obsolete design or programming. The proper management of the operations of traffic signals requires hands -on, monitoring, evaluation and adjustment to the software, hardware and programming of the traffic signal controller. The City does not have the in -house staff needed to perform these functions in an effective way. Traffic Signals 0503 0002'75 Traffic Signal Operations March 2, 2005 Page 2 B. Consultant Services It is recommended below that the City retain the services of a qualified Traffic Engineer to assist City staff in performing the traffic signal engineering services required to properly evaluate, monitor and manage the operation of the City's traffic signals. C. Cost The annual cost estimated not to $10,000 to the anticipated costs for the subject exceed $20,000. The FY 2004/05 Budget this fiscal year. RECONNENDATION (Roll Call Vote) consultant services is attached Resolution adds [2605.8310.000.9103] for 1. Authorize staff to retain an engineering consultant to provide traffic signal operations monitoring services to the City. 2. Adopt Resolution No. 2005 - Attachments: Exhibit 1: Resolution Traffic_Signals_0503 0002'76 Exhibit 1 RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2004/05 BUDGET TO APPROVE AN ADDITIONAL APPROPRIATION FROM THE GAS TAX FUND [FUND 26051 TO FUND CERTAIN UNFORESEEN COSTS WHEREAS, on June 16, 2004, the City Council adopted the Budget for Fiscal Year 2004/05; and WHEREAS, a staff report has been presented to the City Council requesting a budget increase in the aggregate amount of $10,000; and WHEREAS, said staff report discusses certain fund transfers approved last fiscal year and the need to adjust same; and WHEREAS, Exhibit "A ", attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $10,000, as more particularly described in Exhibit "A ", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 2nd day of March, 2005.
