DISCUSSION
A. Traffic Signal Operations
The City owns, maintains and manages sixteen (16) traffic
signals. When the City accepts the Miller /Patriot signal we
will have seventeen (17) traffic signals.
The City has retained the services of Republic Electric to
provide traffic signal maintenance services to the City. Those
services primarily relate to the maintenance of the hardware
and equipment.
In addition to traffic signal maintenance, it is also necessary
to manage the operations of traffic signals. Sometimes
malfunctions and /or poor traffic signal performance is related
to hardware and can be corrected by proper signal maintenance.
Other times traffic problems are more due to poor or obsolete
design or programming.
The proper management of the operations of traffic signals
requires hands -on, monitoring, evaluation and adjustment to the
software, hardware and programming of the traffic signal
controller. The City does not have the in -house staff needed to
perform these functions in an effective way.
