Riley, Assistant City Manager DATE: February 21, 2005 (City Council Meeting of 3/2/05) SUBJECT: Agreement for Direct Cable Installation for the Police Services Center DISCUSSION The City of Moorpark has obtained quotes for the installation of direct cabling for data information systems, telephone and public address equipment in the new Police Services Center. Proposals were obtained from Empire Cabling, Inc. and Digital Telecommunications Corp. for the necessary work. Both companies were allowed to revise their initial proposals to include items initially omitted. Empire was allowed to include additional cabling work to feed data lines to the CHP area of the building and Digital was allowed to include provisions to meet State Wage Rate requirements applicable to the project. Neither company was ever aware of the details of the other company's proposal. All standards will be Ventura County ISD workmanship compliant. All work will also be BICSI and EIA/TIA standard compliant. The Ventura County standard is that 3 -Cat 6 CM cables will be run to each drop location. The voice line will be split into 2 RJ45 voice jacks and each data line will get a separate cable with a RJ45 data jack for each cable. All cables will be run in pathways via J- Hooks /cable trays or ladder rack as best suited for the situation. No cables will be placed on the ceiling grids at any time. The MDF will be outfitted with a floor mount 717t standard 19 inch rack for all fiber optic and copper data patch panels and switches to be housed. Any cables exposed in the MDF will be run on a ladder rack from wall to wall should this be required. All penetrations will be 1 or 2" metal fire sleeves that will be fire caulked upon completion of the project. All copper testing will be Cat 6 for copper data cabling and all voice lines will also be tested the same way. The CHP portion of the Telco installation will consist of 1 -50Pr 24AWG Cat 3 Telco CM ISW from the MPOE designation to the CHP — MDF backboard. All 50 Pr will be punched down on 66 blocks at both ends. This cable will be installed from Room 196 to Room 232 per RCI — Darrin Craig. EMPIRE CABLING INC. Digital Telecommunications submitted an original quote of $39,602.96 received by RCI on February 16, 2005. Upon review of the proposal comments were made to Digital prompting a revised proposal received by RCI on February 17, 2005 increasing the proposal to $59,308.96. The revised proposal included the requirement of prevailing wage rates and minor increases to material due to required methods of supports for the suspended wire system. The revised proposal was reviewed and found to have all the components of a complete system and is recommended for approval to the City of Moorpark. The second bidder of the project was Empire Cabling Inc. that submitted a proposal of $75,820.51. The difference between the low bidder (Digital Telecommunication) and the next bidder (Empire Cabling) is $16,511.55. The project was visited by two members of Digital Telecommunication on February 14th and 16th to review the required work.
