SUBJECT: Underground Utility Project Priorities
OVERVIEW AND BACKGROUND
The City Council Goals and Objects include the following:
"Evaluate funding sources and priorities for undergrounding of
utility lines throughout the City."
This report identifies overhead utility lines deemed to be
candidates for possible utility undergrounding projects and
discusses methodologies for establishing a project priority
list.
DISCUSSION
A. Location of Overhead Utility Lines
Attached as Exhibit 1 is a map showing the location of the
overhead utility lines in the City. The "tall tower" high
voltage transmission lines are not included on this map. The
map also identifies the type of overhead utility lines on the
poles: a) distribution; b) distribution & transmission; or c)
transmission only.

B. Projects
Exhibit 1 also identifies nineteen (19) separate overhead
utility projects or areas [Area A through Area S] considered
possible candidates for underground utility projects. Some of
the candidate projects are neighborhood areas while others are
corridors. A brief description of these projects or areas is

C. Underaroundina Protects: Cost Estimates
Attached as Exhibit 2 is a chart which provides a preliminary
cost estimate for each of the above listed projects or Areas.
The total estimated cost for all of the projects is about
$56.5 million.
It should be noted that the cost estimates set forth in
Exhibit 2 are very preliminary in nature. Although the unit
prices cited in Exhibit 2 were derived based on staff's
experience and input from the Southern California Edison
Company (SCE) , there has been no effort made to ask SCE to
perform preliminary engineering and to develop cost estimates
for each of these projects. It is likely, therefore, that cost
estimates developed by such a more in depth and site specific

process, would yield a different cost estimate. Accordingly,
the costs shown in Exhibit 2 are merely "ballpark" figures.
D. Evaluation Factors
In order to prioritize these projects it will be necessary to
first establish a set of criteria to be used to evaluate and
rank each of the projects. Some of the factors which could be
considered in establishing such a set of evaluation criteria
include:
• Type of Line: Distribution or Transmission;
• Adjacent Land Use: residential, commercial, etc.;
• Type of Street: arterial, collector, local, etc.;
• Traffic Volume: the volume of traffic on the street segment
in question;
• People Impact: number of people directly impacted by the
wires (number of homes within a given radius, etc.);
• Aesthetic Impact: proximity to sensitive areas / City
Entrance, etc.;
• Cost;
• Other Factors
E. Draft Evaluation Criteria
1. Criteria: Staff proposes the following set of evaluation
criteria:

4. Cost: It should be noted that "project cost" is not
considered in the above approach. Ranking projects in
inverse order by cost would cause all of the smaller
projects to rise to the top of the list.
No attempt has yet been made to apply this evaluation criteria
to the list of Projects.
F. Other Evaluation Methods
Of course additional or different scoring categories could be
added. One could even add "weighting" factors to one or more
categories to compensate for perceived relative importance.
Such changes would add a degree of complexity to the process.
It should be noted that any evaluation, scoring and ranking
effort is subjective in nature. Evaluations performed by three
different people could likely yield three different results.
G. Fundinq Sources
The aforementioned City Council Objective also mentions
evaluation of funding sources for undergrounding projects.
Such sources include:
1. Rule 20A: The City only accrues about $65,000 per year in
PUC Rule 20A allocations. Currently our Rule 20A accruals
are in the negative [approximately ($40,000) as of January
1, 2005] .
There have been recent efforts to obligate future Rule 20A
monies to a proposed Underground Utility District for the
undergrounding of the transmission lines on Los Angeles
Avenue between Moorpark Avenue and Shasta Avenue (see
Section H of this report for more) . If it is the Council's
desire, a different project could be identified as the next
candidate for formation of an Underground Utility District
and use of future Rule 20A accruals.
2. City Funds: If deemed appropriate, the City Council could
consider using monies from the General Fund or Endowment
Fund for this purpose.

3. Land Development Projects: Future land development projects
could be required to "take on" the undergrounding of one or
more of the identified Projects, if it were determined that
there was a nexus between the proposed land development and
that undergrounding project.
4. Improvement Assessment Districts: An improvement assessment
district could be formed to fund an "undergrounding"
project. Formation of such an assessment district would
require approval of the assessed property owners, as
required by Proposition 218.
5. Moorpark Redevelopment Agency (14RA) : If found to be
consistent with the purposes and objectives of the
Redevelopment Plan, the Redevelopment Agency could fund an
"undergrounding" project located within the Redevelopment
Project Area, or benefiting the Project Area.
No other potential funding sources have been identified by
staff.
H. Project C: Los Anqeles Avenue: Shasta Ave. to Millard St.
Consistent with prior City Council direction, staff had been
working with the Southern California Edison Company (SCE) on
efforts to form a new Underground Utility District for the
purpose of undergrounding the high voltage transmission lines
along Los Angeles Avenue, identified herein as Project C.
Initial efforts with regard to that project called for the use
of certain available funds from Improvement District 92 -1
[Mission Bell Plaza], certain MRA monies and future Rule 20A
accruals to underground the high voltage lines along the
frontage of the city's central business core. Work on that
project has been deferred until after the City Council
considers these "underground project priorities ".
STAFF RECOMMENDATION
Direct staff as deemed appropriate.
