Chudoba, Senior Management Analyst /c e% DATE: March 4, 2005 (CC Meeting of 3/16/05) SUBJECT: Consider Continuation of Local Emergency BACKGROUND On January 9, 2005, the Director of Emergency Services (City Manager) proclaimed the existence of a local emergency due to the "2005 Winter Storms" (Resolution 2005 - 2278). On January 12, 2005, the City Council ratified this proclamation (Resolution 2005 - 2279). Government Code Section 8630 requires the City Council to review the need to continue the local emergency at least every 21 days (every regularly scheduled City Council meeting) until the City Council terminates the local emergency. On January 14, 2005, the City submitted an Initial Damage Estimate Report to the State Office of Emergency Services (OES). On January 19, 2005, the City Council continued the local emergency to finalize damage assessment and evaluate post -storm impacts. On February 1, 2005, the City submitted a Preliminary List of Projects to OES. On February 2 and 16, 2005, the City Council continued the local emergency to complete the Public Assistance application. On February 22, 2005, staff attended a Public Assistance applicants' briefing. On March 2, 2005, the City Council continued the local emergency to explore various types of disaster aid to mitigate losses. DISCUSSION On March 3, 2005, staff submitted a Request for Public Assistance and attended a Public Assistance kickoff meeting. The City is seeking reimbursement for debris removal, protective measures, and repair or replacement of damaged facilities. In addition, staff is exploring various types of disaster aid to mitigate losses. Staff recommends that the City Council continue the proclamation of a local emergency during this analysis. STAFF RECOMMENDATION Continue the proclamation of a local emergency. 000100
