MOORPARK CITY COUNCIL AGENDA REPORT Honorable City Council Nancy Burns, Senior Management Analyst Date: March 8, 2005 (CC Meeting of March 16, 9 , —, 2005) Subject: Consider Resolution Authorizing Application for Workforce Housing Reward Grant and Authorizing City Manager to Execute All Documents Required to Participate in Program BACKGROUND The California Department of Housing and Community Development (HCD) is accepting applications for the Workforce Housing (WFH) Reward Program. DISCUSSION Funded through Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002, the WFH Program rewards jurisdictions that approve housing for low income households and are in compliance with State housing element law. Approximately $70 million is available over a three year period. Grants are based on the number of bedrooms in dwelling units that are affordable to low and very low income households. Funds may be used for a wide variety of capital assets that benefit the community, for example: street improvements for safety, such as lights, curbs and gutters; bike paths; parks; school facilities; police and fire stations; upgrades to existing infrastructure, such as water /sewer upgrades; improvements for accessibility to disabled persons; and libraries. Funds may be used for construction of affordable housing, as well. Staff estimates that the City could receive $82,900 in WFH Reward funds, based on the number of bedrooms in the dwelling 000 i 2 Honorable City Council Date 03/09/05 Page 2 units affordable to low and very low income households that received building permits in 2004, the first year of eligibility in this program, and a bonus provision for jurisdictions that have achieved at least 96% of their targeted housing production by 2004. By September of 2004, Moorpark had completed construction on 97% of the total number of housing units targeted, as reported to Council September 15, 2004, in the Housing Element Progress Report. The total number of housing units targeted, the City's Regional Housing Needs Assessment (RHNA) Share, is 1,255 units. The attached resolution authorizes the City to apply for these funds, based on land use approvals and building permits issued in 2004, and authorizes the City Manager to execute a Standard Agreement and any other required documents associated with this grant program. RECOMMENDATION Adopt Resolution No. 2005 - 000.'73 RESOLUTION NO. 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DEPARTMENT) FOR FUNDING UNDER THE WORKFORCE HOUSING REWARD PROGRAM AND EXECUTION OF THE STANDARD AGREEMENT, ANY AMENDMENTS THERETO, AND ALL OTHER DOCUMENTS REQUIRED BY DEPARTMENT FOR PARTICIPATION WHEREAS, the City of Moorpark, a municipal corporation, wishes to apply for and receive an allocation of funds through the Workforce Housing (WFH) Reward Program, using the Application Package released December 2004 for this program; and WHEREAS, funding for the WFH Program has been made available pursuant to the Housing and Emergency Shelter Trust Fund of 2002 (Proposition 46); and WHEREAS, the California Department of Housing and Community Development (Department) has issued a Notice of Funding Availability (NOFA) and Program Guidelines, Application Package and Standard Agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City of Moorpark shall be subject to the terms and conditions as specified in the standard agreement (Contract). Funds are to be used for allowable capital asset project expenditures to be identified in Attachment A of the Contract. The application in full is incorporated as part of the Contract and any and all activities funded, information provided, and timelines represented in the application are enforceable through the Contract. The City of Moorpark hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. SECTION 2. The City of Moorpark authorizes the City Manager to execute in the name of the City of Moorpark, the application, the Standard Agreement, and all documents required by the Department for participation in the WFH Program. 000174 Resolution No. 2005 - Page 2 SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
