Gilbert, Director of Public Works TC Y Date: March 9, 2005 (Council Meeting 3- 16 -05) Subject: Consider Awarding a Contract for the Construction of a Sub -Drain on Little Hollow Place DISCUSSION A. Background 1. General: Certain areas of the City have soil conditions which are not conducive to the "normal" percolation of surface water. The existence of clay lenses and other such factors create conditions which cause water to remain "perched" just below the surface and to pool and /or flow on the surface. 2. Pavement Problems: Perched ground water which infiltrates the base material under asphalt pavement, is a major cause of the deterioration of the structural integrity of the street pavement. Such conditions cause the pavement to crack and to develop potholes. 3. Sidewalk Problems: Perched ground water is often forced to the surface when there is no where else for it to go. Sometimes this water flows across a sidewalk and fosters the growth of algae on the sidewalk. Sometimes these conditions create a slippery surface on the sidewalk, which is a potential hazard to the public. 4. Sub- Drains: In the past the City has installed sub - drains to intercept and convey groundwater near the surface to an existing storm drain. The design for such Sub - Drains is a perforated pipe in a rock - filled trench, surrounded by a geo- fabric to prevent fine materials from being washed away. Pavement Problem: A number of months ago staff responded to a failed pavement problem on Little Hollow Place. It was discovered that water was flowing from the pothole - a broken water line was suspected. Upon excavating the site it was discovered that the subsurface condition of the soil was thoroughly saturated by perched groundwater and that subsurface flows from surrounding areas created hydrostatic pressure causing water to flow up through the pavement and into the gutter. 2. Project Plans / Specifications: Plans and specifications have been prepared for the construction of a sub -drain at the lip of gutter along the east side of the street. The location and limits of the project are generally shown in the diagram attached as Exhibit 1. 3. Pavement Rehabilitation: This project will include the removal and replacement of pavement and base in a limited area showing severe stress. It is the intent of staff to include this street in an upcoming pavement resurfacing project which will apply an ARAM (Asphalt- Rubber Aggregate Membrane) pavement surface to the street. 4. Notice: Notice of the construction of this project has been mailed to the owner / resident of all of the affected properties. C. Project Approval In February of this year the and specifications for this advertise for receipt of bids. D. Bid Results City Council approved the plans project and authorized staff to Bids for the subject project were received and opened on March 8, 2005. The apparent low bidder is Dial Construction, Inc. (Simi Valley), with a bid of $23,938.00. A summary of the bid results is attached as Exhibit 2. It has been determined that the apparent low bidder is qualified to perform the work. Said bidder has confirmed that their bid is valid and that they are prepared to proceed with the construction of the project. Subsequent to the formal bid opening, it was learned that two bids, received and stamped prior to the bid deadline, had been received and placed in the vault for safe keeping. Neither of those two bids were the lowest bid of all of the bids received. The Bid Summary attached as Exhibit 2 includes the two bids which were opened subsequent to the bid opening. E. Fiscal Impact: Construction 1. Budget: Attached as Exhibit 3 is a Resolution amending the Budget by appropriating funds for this new project. 3. Funding Source: The recommended funding source for the subject project is the Gas Tax Fund. F. Administrative Actions If the recommended action is taken by the City Council, certain administrative actions will be undertaken by staff, including the following: • A construction contract agreement will be forwarded to the contractor for the construction of the project, for the contract price of $23,938.00. • When all of the contract documents are in order, the agreement will be executed by the City Manager. • A construction contingency of $4,800.00 (20 %) will be set aside for the project. G. Schedule It is anticipated that construction will commence in April and be completed in May. STAFF RECOrMENDATIONS (Roll Call Vote) Approve the award of a construction contract to Dial Construction, Inc. for the construction of the subject project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment in the aggregate increase of $36,000, as more particularly described in Exhibit "A ", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
