Traffenstedt, ATCM /City Clerk .JST DATE: March 30, 2005 (CC Meeting of 4/6/05) SUBJECT: Consider Resolution Amending the Classification Plan and Job Descriptions for Non - Competitive and Competitive Service and Hourly Employees and Rescinding Resolution No. 2004 -2042 BACKGROUND AND DISCUSSION Attached to this report is a draft resolution amending the Classification Plan and Job Descriptions for City Employees. The proposed revisions are consistent with the recommendations contained in the City Manager's agenda report on reassignment of department responsibilities included as an Action /Discussion item on the March 16 agenda, and as approved by the City Council on that date. New job descriptions have been created for Assistant City Engineer, Administrative Specialist, Crossing Guard, Finance Director, Parks and Facilities Superintendent, Public Works Superintendent, and Senior Account Technician; and the previously approved job descriptions for various positions have been revised to correct job titles and improve language consistency. Attached to this staff report is a draft resolution amending the Classification Plan and Job Descriptions and including the new position and substantially revised job descriptions. The entire draft revised Classification Plan, including legislative format for all corrections, has been provided under separate cover to the Council due to the length exceeding 300 pages. A copy of the entire document has also been made available on the City's Home Page and counter copy of the agenda binder. To summarize other corrections made to existing job descriptions, titles have been revised throughout, consistent with the Council's March 16 action; supervisory language has been revised throughout 0 00225 Honorable City Council April 6, 2005, Regular Meeting Page 2 to improve consistency; years of experience have been revised to show internal consistency based on the level of position (for example, all division manager and department head positions now have consistent requirements for years of experience), and other editorial corrections have been made as determined appropriate. If approved, the final resolution removed and all job descriptions concurrence to allow City Manager requested to permit staff to make corrections prior to finalizing signature. will have the legislative format will be included. City Council final approval of corrections is any other internal consistency the resolution for the Mayor's Staff will need to schedule additional minor adjustments to position titles in the Salary Plan for a subsequent agenda to match the final Classification Plan. Attachment: Draft Classification Plan Resolution and including new and substantially revised job descriptions. 00020 20 6 RESOLUTION NO. 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON - COMPETITIVE, COMPETITIVE SERVICE, AND HOURLY EMPLOYEES AND RESCINDING RESOLUTION NO. 2002 -2042 WHEREAS, the City Council adopted Resolution No. 2002 -2042 on December 18, 2002, establishing a revised classification plan and job descriptions for Non - Competitive and Competitive Service employees; and WHEREAS, the Council has determined that revisions to the Classification Plan are appropriate to add new job descriptions for Assistant City Engineer, Administrative Specialist, Crossing Guard, Finance Director, Parks and Facilities Superintendent, Public Works Superintendent, and Senior Account Technician, and to revise the job descriptions for various positions to change position titles and improve language consistency. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. All job descriptions attached as Exhibit A to this resolution are hereby adopted as the City's Classification Plan; the Public Works Director job description shall be retained through July 31, 2005, and after that date shall be deleted based upon the combination of City Engineer and Public Works Director positions. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3. Resolution No. 2002 -2042 is hereby rescinded. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 6th day of April, 2005.
