()I= MC: >aRPARK, CALIFORNIA 'itY Council Meeting ACTION: 1:P� BY:- FROM: Mary Lindley, Parks, Recreation, and Community Services Director �- Prepared by: Shaun Kroes, Administrative Specialist <i DATE: November 18, 2005 (CC meeting of December 7, 2005) SUBJECT: Consider Resolution Establishing Fares for City Transit Services, and Rescinding Resolution No. 2003 -2131 DISCUSSION The City Council is being asked to make adjustments to the fare structure of the Moorpark City Transit system to increase fares for Intercity Dial -A -Ride services. No other changes are proposed at this time. If approved, this resolution would increase the City's Intercity Dial -A -Ride fare to $3.00 for a one way trip through two (2) jurisdictions (Moorpark to Thousand Oaks /Westlake and Moorpark to the Simi Valley transfer point) . It would also increase the City's Intercity Dial -A -Ride fare to $4.50 for a one way trip through three (3).jurisdictions (Moorpark to Camarillo and Moorpark to Oak Park by way of Thousand Oaks). The current fare for a one way trip to these destinations is $2.00, except for Oak Park, to which the City's service does not extend at this time. The Intercity Dial -A -Ride paratransit service is a voluntary regional program, which provides trips for persons who are certified under the Americans with Disabilities Act (ADA). The cost of the service is partially subsidized with Federal funds administered by the Ventura County Transportation Commission (VCTC) . On November 16, 2005, participating agencies from the Camarillo /East County area, including: Moorpark; Camarillo; the Camarillo Health Care District; Simi Valley; Thousand Oaks, Ventura County; and VCTC met to discuss the fare for the service as well as protocols for transfers of passengers between agencies. The group proposed increasing the fares which impacts the City as noted 0002-A Transit Fare Adjustment for Intercity Service CC Meeting of December 7, 2005 Page 2 above. The fare increase is meant to help alleviate the rising costs of the program as it continues to grow in popularity. The Intercity Dial -A -Ride paratransit service is funded partially by a $150,000 grant from the Moorpark- Thousand Oaks Urbanized Area (UZA funds). This money is divided between the East County and Camarillo agencies. Moorpark's share of the grant is $30,000 for FY 2005/06 to help cover the costs of the program. The City budgeted local Transportation Development Act (TDA) funds in the amount of $60,000 in FY 2005/06 to cover the remaining costs. In addition to the fare increase, the following adjustments will take effect January 2, 2006. • The ADA rider pays once at the start of each one way trip. The home service provider (the jurisdiction where the trip originates) collects and retains the fare for the entire one way trip including any transfer links. On the return trip, the agency picking up the ADA rider at the start of the trip will collect the fare. • Personal care attendants (PCA) accompanying an ADA rider will ride for free as long as the individual's origin and destination match the ADA rider's pick -up and drop -off points. Currently, PCA's must pay a fare when accompanying an ADA rider on an Intercity Dial -A -Ride trip. • The home service provider will be responsible for coordinating any transfers and the return trip. • Moorpark's Intercity Dial -A -Ride service will go to Oak Park. Attachment A - Resolution U00�Sfflo Attachment A RESOLUTION NO. 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 2003 -2131, AND ESTABLISHING THE FARES FOR THE MOORPARK CITY TRANSIT BUS FIXED ROUTES, SENIOR DIAL -A -RIDE AND DISABLED PARATRANSIT SERVICES WHEREAS, it is appropriate for the City to establish fees and charges for City services which fully reimburse the City for the associated services, unless specified otherwise by the City Council; and WHEREAS, the City provides fixed route bus service throughout the residential and commercial areas of the City; WHEREAS, the City provides Dial -A -Ride paratransit services to qualified and eligible senior citizens and persons with disabilities; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The regular fare for a one -way ride on a Moorpark City Transit fixed route bus is $1.00. SECTION 2. The senior fare for a person aged 62 or older, for a one -way ride on a Moorpark City Transit fixed route bus is 50G. SECTION 3. The disabled /handicapped fare for persons with disabilities, for a one -way ride on a Moorpark City Transit fixed route bus is 50fi. SECTION 4. Children aged five and younger, when accompanied by a parent, guardian or responsible person aged sixteen or older, may ride on a Moorpark City Transit fixed route bus for free. SECTION 5. For persons aged 62 or older and who are registered for the service with the City, the Senior Dial -A -Ride fare for a one way paratransit trip within the City is $1.50. SECTION 6. For persons with disabilities who are certified under the Americans with Disabilities Act (ADA) as eligible for complimentary paratransit service, the ADA Dial -A -Ride fare for a one way paratransit trip within the City is $1.50. 000.0,,",", r,-, l Resolution 2005 - Page 2 SECTION 7. A personal care assistant (PCA) for a certified ADA rider may ride for free on Moorpark City Transit fixed route and paratransit services, if the PCA's trip origin and destination match the ADA rider's. SECTION 8. If provided by the City, the Intercity Dial -A -Ride fare for eligible people for a one way paratransit trip to Thousand Oaks /Westlake and the Simi Valley transfer point is $3.00. Section 9. If provided by the City, the Intercity Dial -A -Ride fare for eligible people for a one way paratransit trip to Camarillo and Oak Park is $4.50. SECTION 10. The City Manager is authorized to establish special promotional fare offers, discounts, or passes from time to time, such as a Summer Youth Pass, or a Rider Appreciation Day fare holiday, for the purpose of promoting public transit ridership and good community relations. SECTION 11. That Resolution No. 2003 -2131 is hereby rescinded as of the effective date of this resolution. SECTION 12. This Resolution shall become effective January 2, 2006 and shall remain in effect until rescinded by the City Council. SECTION 13. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this day of December, 2005.
