SUBJECT: Consider Resolutions Adopting the New Speed Studies and
Speed Limits on State Routes 23 and 118
DISCUSSION
The current Speed Study and Speed Limits on State Route 23 (SR-
23) and State Route 118 (SR -118) were conducted by Caltrans and
adopted by the City Council in 1995. New studies to update the
speeds on these State Highways were completed by Caltrans on SR-
23 in February 2003 and on SR -118 in September 2005. The
results of these studies are shown as attachments "A" of the
Resolutions. The studies reflected only one change on SR -23. The
posted speed limit between Science Drive and Spring Road
decreased from 55MPH to 45MPH. There were no changes to the
posted speed limits on SR -118.
STAFF RECOMMENDATION
Adopt Resolutions Nos. 2005- and 2005- approving the
updated Speed Studies and Speed Limits, and Rescinding
Resolutions Nos. 95 -1159 and 95 -1160.

RESOLUTION NO. 2005-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION
NO. 95 -1160 AND REESTABLISHING SPEED LIMITS
AND THE POSTING OF SPEED LIMIT SIGNS ON STATE
ROUTE 23 WITHIN THE CITY OF MOORPARK
WHEREAS, a Speed Study and Speed Limits Study were
conducted by Caltrans on State Route 23; and
WHEREAS, the findings in said studies support certain
changes to the speed limits and the posted speed limit for
certain street segments on this state route within the City of
Moorpark; and
WHEREAS, Resolution 95 -1160 setting the current speed limit
for those street segments as described in Attachment "A" are in
conflict with the speed limits recommended by the aforesaid
studies.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Resolution No. 95 -1160 pertaining to the
establishment of speed limits on State Route 23 is hereby
rescinded.
SECTION 2. The speed limits on the street segments
listed on Attachment "A" are hereby established as those shown
on Attachment "A ".
SECTION 3. Based on the aforementioned findings the
City Council hereby authorizes the posting of speed limit signs
on the street segments listed per Attachment "A ".
SECTION 4. The City Clerk is hereby directed to send a
certified copy of the resolution to the California Department of
Transportation, Traffic Operations Division, for final adoption.
