CITY OF MOORPARK, CALIFORNIA City Council Meeting Of 9-l"5 ­4X,54 ACTION: a&64,% L __ 1 Development Directo Principal Planner DATE: September 2, 2004 (CC Meeting of 9/15/04) SUBJECT: Consider Approval of Final Improvement Plans for Walnut Canyon Road in Conjunction with the Approval of Tract No. 5187 (William Lyon Homes) BACKGROUND As part of the Conditions of Approval for Vesting Tentative Tract Map No. 5187, the applicant (William Lyon Homes) is required to obtain City Council approval of final improvement plans for Walnut Canyon Road, involving the re- alignment and widening of Walnut Canyon Road from the southerly boundary of Tract 5405 (William Lyon Affordable Project) to the south side of the intersection of Walnut Canyon Road and Spring Road. DISCUSSION Condition No. 58 of Tract No. 5187 requires that the improvements include: "full width street improvements along both sides of Walnut Canyon Road and extending south from the future intersection of Walnut Canyon Road and Spring Road to the most southerly boundary of the Tract 5187 boundary, with appropriate transitions at both the northern and southern terminus of these improvements; including acceptable joins with existing improvements, as approved by the City Engineer and Caltrans. Improvements include, but are not limited to: acquisition of additional right -of -way if needed to complete the improvements, horizontal and vertical realignment of Walnut Canyon Road in accordance SACommunity Development \DEV PMTS \R P D \1999 -02 West Pointe \agenda rpts \cc agenda report -Walnut Canyon improvement plans3.doc 000251 Honorable City Council September 15, 2004 Page 2 with City and Caltrans standards with no less than 8 -foot paved shoulders, no less than two 12 -foot travel lanes, no less than a 12 -foot turning lane (to accommodate one- or two -way turns to be determined), deceleration (right -turn) lanes at the intersections with "A" Street and proposed future street on adjacent two -acre parcel south of Tract 5187, acceleration lane to accommodate southbound traffic from both "A" Street and proposed future street on the adjacent two -acre parcel south of Tract 5187, a 5 -foot Portland cement sidewalk adjacent to the back of Portland cement curb and gutter along the west side of the required improvements and undergrounding of existing overhead utility lines and services on both sides of Walnut Canyon Road within the limits of the required improvements." The applicant has prepared improvement plans for the required portion of Walnut Canyon Road, and has submitted them to the City Engineer for review. The City Engineer has found the plans to be in substantial compliance with City standards. Additionally, the applicant has obtained approval from Caltrans for the improvements shown on the plans. The plans reflect the improvements required by Condition No. 58, from the southerly boundary of Tract 5187 and Tract 5405 to the intersection of "A" Street and Walnut Canyon Road. North of this intersection, no sidewalk is provided due to constraints caused by a retaining wall needed to preserve an oak tree and severe slope constraints to meet California Fish and Game requirements in the stream channel. Portions of the sidewalk would be required to cantilever out over the stream channel, and would require railing on the side away from the road. The applicant has proposed an enhancement of the required trail system for Tract 5187, which is located west of the stream channel, to convey pedestrians, as well as, cyclists and equestrians north to the project boundary where the trail connects to the trail from the Toll Brothers development. A crossing will be provided to the east to meet the trail from the Pardee development. Staff finds that there are benefits to the applicant's proposed design. The removal of the sidewalk adjacent to Walnut Canyon Road and replacement with a multipurpose trail west of Walnut Canyon Road will serve to provide for a much more pleasant traveling experience, encourage and allow equestrian, pedestrian 000252 Honorable City Council September 15, 2004 Page 3 and bicycle travel between the Moorpark Country Club Estates (Toll Brothers) , Moorpark Highlands (Pardee) , and the downtown area. The proposed trail will be aligned through a heavily landscaped area along the west side of the stream channel, which roughly parallels Walnut Canyon Road. The proposed trail would include a five -foot paved portion along the entire length from "A" Street to the northern property boundary. Also included along the length of the trail, north of "A" Street, is lighting to be provided with decorative bollards along the entire length of this reach of the trail. Additionally, based upon City Council direction, staff has been pursuing a Master Plan of Trails and Bikeways Element of the General Plan, which will propose that pedestrian circulation in the northern portion of the City share multi -use trails which will connect all of the major developments north of the railroad right -of -way. The "dual" surface of the proposed trail will allow for the pedestrian to continue north of "A" Street on a paved surface to the intersection of Walnut Canyon Road and Spring Road. At this point, the pedestrian can travel to the east into the Moorpark Highlands project, or leave the paved surface for the multi - purpose trails, both to the east and to the north. The multi -use trail along Walnut Canyon Road within this project will provide a link in a loop of pedestrian access which extends to the east of the project through the Moorpark Highlands Specific Plan area, to High Street and Moorpark Avenue, and extending north to Casey Road. The final link in the loop will be provided by the SunCal project (Tract 5130), which will provide the sidewalk on the west side of Walnut Canyon Road between Casey Road and the southerly boundary of Tract 5405. As Condition No. 58 calls for a sidewalk, a permit adjustment will be needed to alter the requirement to utilize the trail in lieu of a sidewalk north of "A" Street. The permit adjustment would be subject to conditions, including but not limited to the following: 1. Lighting and other trail features to be subject to the approval of the Community Development Director, City Engineer, and the Police Department. 2. Maintenance of the multi -use trail shall be the continuing responsibility of the Homeowner's 00025 -3 Honorable City Council September 15, 2004 Page 4 Association, or maintenance district, or similar entity, to be determined by the City Council prior to the first Final Map, in accordance with Condition 28 or Resolution 2002 -1938. 3. The applicant shall acquire expense, the additional trail from the northerly boundary intersection of Walnut Canyon and shall incorporate it into described above. and improve, at its right -of -way extending of Tract 5187 to the Road and Spring Road, the maintenance entity Staff is requesting that the City Council direct staff to process a Permit Adjustment to alter the condition. STAFF RECOMMENDATION 1. Approve the final improvement plans for Walnut Canyon Road pertaining to Tract 5187. 2. Direct staff to process a Permit Adjustment to allow for the use of trail easements in lieu of sidewalk north of "A" Street, subject to conditions listed above.
