Lindley, Director of Parks, Recreation ,f� and Community Services 4 DATE: April 21, 2005 (Meeting of May 4, 2005) SUBJECT: Consider Award of Contract to HH Construction for Installation of Playground Equipment at Virginia Colony Park DISCUSSION On February 16, 2005, the City Council approved the design and specifications for the new playground equipment at Virginia Colony Park. The City's FY 2004/05 budget includes $60,000 to replace the Park's existing playground equipment (see Attachment Al- A4). The design plans for the Virginia Colony Park playground include replacing the existing playground structure and swing set, and the existing woodchip surface in the larger of the two playlots. The new playground surface will be sand with poured -in -place rubber material to provide the required ADA access. The City has been phasing out the use of woodchips to provide ADA access because they require a greater degree of maintenance than does the combined use of sand and rubberized surfacing material. Additionally, sand has a play value, where the woodchips do not. The staff issued a Request for Proposals for demolition of the existing equipment and installation of the new �� ©v....,43J2F The Honorable City Council May 4, 2005 Page 2 equipment. We received four proposals by the bid closing date of April 21. The bidding contractors and their lump sum proposal amounts are summarized as follows: Contractor Proposal Price 1. HH Construction $19,695.50 2. Malibu Pacific Tennis Courts $21,410.00 3. Premium Construction $22,976.00 4. Hansons & Son $32,765.00 The lowest qualified bidder is HH Construction. Staff has conducted a check of their references and current contractor's license. Staff proposes that HH Construction be awarded the contract to perform the playground improvements at Virginia Colony Park, pending receipt of the required performance and materials bond, insurance certificate and endorsement, and all other provisions called for in the Request for Proposal. Following the completion of the playground improvements, staff plans to design a walkway connecting the two playgrounds to the sidewalk along the perimeter of the park to facilitate ADA access to the two playlots. Any funds remaining after the completion of the playlot improvements will go towards engineering and design of the walkway. Additional funding and City Council action will be required to complete the construction of the walkway improvements, which will be included in the FY 2005/06 budget recommendation. STAFF RECOMMENDATION Award a contract to HH Construction for playground improvements at Virginia Colony Park, and authorize the City Manager to sign said contract on behalf of the City.
