Hogan, Community Development Director By: Laura Stringer, Administrative Services age DATE: May 10, 2005 (CC Meeting of 05/18/05) SUBJECT: Consider Resolution in Support of Growth Options for the 21St Century (Go21) Mission and Statement of Principles BACKGROUND /DISCUSSION On May 4, 2005 the City Council considered a Power Point presentation that Councilmember Mikos had received from the League of California Cities' Committee on Transportation, Communication and Public Works (TCPW). The presentation, prepared by Growth Options for the 21St Century (Go21), a national nonprofit grass roots organization committed to promoting freight transportation alternatives, communicated the benefits of rail intermodal transportation. The City Council directed staff to prepare a resolution in support of Go21 Mission and Statement of Principles to remove trucks from the roadways and enhance rail infrastructure to handle increased use of freight transportation, to include language proposed by Councilmember Harper "to propose grade separated rail crossings," and to place the resolution on the Consent Calendar for the May 18, 2005 meeting. STAFF RECOMMENDATION Adopt Resolution No. 2005- in support of Growth Options for the 21St Century Mission and Statement of Principles ATTACHMENT: Draft Resolution No. 2005- in support of Growth Options for the 21St Century Mission and Statement of Principles S: \Community Development \ADMIN \COUNCIL \Misc Reports \050518 G021 RPT.doc RESOLUTION NO. 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA SUPPORTING GROWTH OPTIONS FOR THE 21ST CENTURY'S (G021'S) STATEMENT OF PRINCIPLES WHEREAS, Growth Options for the 21St Century (Go21) is a non - profit, public interest organization dedicated to improving the quality of life for all Americans and building a stronger economy by promoting increased use of freight rail transportation as an alternative to continued reliance on an already overcrowded highway system; and WHEREAS, Go21's mission is based on the following principles: • Growing freight volumes will make congestion worse on our overcrowded highways; • Freight transportation and quality of life are directly connected; • Freight rail improves the quality of life; • Rail relieves highway gridlock and makes highways safer; • Rail is fuel efficient and better for the environment; and • Rail yields substantial economic benefits for shippers and taxpayers. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. To support the Go21 mission of building a stronger economy, effective solutions to highway congestion, a cleaner environment, and improved quality of life by advocating for increased use of freight railroad transportation, including: • Removal of trucks from the roadways; and • Enhancement of rail infrastructure to handle increased use of freight transportation; and • Proposal of grade separated rail crossings. SECTION 2. To support Go21's Statement of Principles. CC ATTACHMENT) Resolution No. 2005 - Page 2 SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this 18th day of May, 2005.
