HomeMy WebLinkAboutAGENDA REPORT 2005 0518 CC REG ITEM 09DTO: FROM: DATE: MOORPARK CITY COUNCIL AGENDA REPORT The Honorable City Council Steven Kueny, City Manager ITEM q • "D • MWINNEW CITY OF MOORPARK, CALI'PORNIA City Council Meeting ®f S /8-a7005 ACTION: Dn� �1sO VW-,t,q;d h,,d (/,Z74y!�= Byh � May 11, 2005 (CC Meeting of May 18, 2005) SUBJECT: Consider Establishment of an Ad Hoc Committee to Develop a Draft Development Agreement between Essex /Colmer and the City of Moorpark for General Plan Amendment No. 2004 -05, Zone Change No. 2004 -04, and RPD No. 2004 -06 DISCUSSION: For several years, the City has had two ad hoc committees that periodically meet with two ad hoc committees consisting of two Moorpark Unified School District (District) Board members on a variety of matters. These two ad hoc committees are: 1. Casey Road Site and City Participation in Advance Planning of School Facilities (Mayor Hunter and Mayor Pro Tem Harper); and 2. City /MUSD Facilities and Programs (Mayor Pro Tem Harper and Councilmember Millhouse) The Casey Road Site Ad Hoc Committee has met numerous times with District representatives as well as with Essex /Colmer. The discussions with the Essex /Colmer representatives included potential development plans as well as several points that would be included in a Development Agreement for the proposed project. After years of effort, the District recently sold the approximate 10 -acre remnant of the former high school site (Casey Road site) to Essex Property Trust, Inc. (Essex). Colmer Construction had an option to purchase the Casey Road site from the District for W' w � w The Honorable City Council Agenda Report (CC Meeting of May 18, 2005) Re: Essex /Colmer Development Agreement Ad Hoc Committee Page 2 of 2 over two years and recently partnered with Essex to complete the purchase. To continue the progress on the proposed development and avoid any potential Brown Act concerns, it is recommended that Mayor Hunter and Mayor Pro Tem Harper be appointed to an ad hoc committee to negotiate a Development Agreement with Essex /Colmer for the proposed project. Tentative schedules indicate the proposed project and Development Agreement could be considered by the Council in September 2005. In addition, when the list of City Council assignments is next updated, reference to the Casey Road Site will be deleted from the title of the ad hoc committee referenced in the first paragraph of this report. STAFF RECOMMENDATION: Appoint Mayor Hunter and Mayor Pro Tem Harper as the Ad Hoc Committee for the Essex /Colmer Development Agreement.
