CITY OF MOORPARK, CALIFORNIA City Council Meeting of ACTION:,, r 1�oaL Recreation, I May 17, 2005 (June 1, 2005, Council Meeting) Consider Withdrawal From the Ventura County Library System At the scheduled Public Hearing regarding withdrawal from the Ventura County Library System on April 6, 2005, the City Council elected to continue the hearing to June 1, 2005, and directed staff to hire a consultant to advise the City on operational matters of an independent municipal library and transitional issues. On April 19, staff sent out a Request for Qualifications (RFQ) to 10 library consultants. In summary, the scope of work for consultant services was to explore the estimated costs to operate the Moorpark Library as a municipal library, available revenue sources, operational structure, and how best to make the transition from the County system to an independent library. Proposals were due back to the City by April 29 and the study was to be completed by May 27, giving staff the ability to report back to Council by June 1. Because of the short response timeline, consultants were encouraged to fax or email their proposals to the City. By the due date, the City did not receive any proposals. Staff followed up with phone calls to several of the consultants that received an RFQ to find out why they did not respond. The comments we received were that the timelines were too restrictive given the existing workload of the consultants. Several of the consultants expressed a 0 0G ° "� Honorable City Council June 1, 2005 Page 2 strong interest in working for the City if the timeline for the scope of work is expanded in the future. DISCUSSION On April 7, City Managers from the jurisdictions with County libraries and a representative from the County's Chief Executive Officer (Managers) met to discuss available budget options in light of the County Board of Supervisors action to approve the Library Study Option Four. The Managers agreed to recommend to the Library Commission that the FY 2005/06 budget follow prior years' budget practice of "return to source" regarding library property tax with exceptions. Those service areas that generate more property tax than is needed to fund baseline library service levels (Camarillo, Moorpark, Simi Valley, and the County) would contribute a portion of their "surplus ", based on a pro rata share of the total surplus, to the library system. Those funds would be used to fund the system's overall deficit of $106,164 (this is the projected deficit if the Manager's recommendation were implemented). The libraries in the service areas that do not generate sufficient property tax to operate at their baseline level would then be fully funded. There is an additional exception to this action; a cap of $90,000 would be placed on the Ventura service area. Ventura's deficit in excess of $90,000 would be the responsibility of the City of Ventura. It can reduce services or fund the excess deficit with its own resources. The Managers' recommendation is designed as a one -year funding distribution. During the year, they agree to work diligently with the goal of identifying a long -term option that would be more acceptable than the original Option Four. The Library Director, Starrett Kreissman, was present at the meeting and indicated that she believes the Board of Supervisors would support the recommended action. The Library Commission met on May 5 and agreed to approve the recommendation of the Managers and library staff. Ms. Kreissman presented the Commission with a proposed budget for FY 2005/06 that reflects the interim funding distribution to cover the system deficit, which was also approved by the Commission. For Moorpark, this option is preferable. With the one -year interim budget policy in place, staff proposes that the City close the public hearing and take this item off calendar. The Council will have an opportunity to revisit the matter when the Managers' present their recommendation. The Council may want to select a future date to discuss possible withdrawal from the Library System, if the Managers are not able to agree on an option that would be acceptable to Moorpark.
