Gilbert, Director of Public Works DATE: May 19, 2005 (Council Meeting 6 -1 -05) SUBJECT: Adoption of a Resolution Rescinding Resolution No. 93 -976 Pertaining to Parking Restriction on Miller Parkway and a Portion of Peach Hill Road and Establishing Revised Parking Restrictions on Said Streets DISCUSSION A. Transportation and Streets Committee On March 7 and May 2, 2005, the Transportation and Streets Committee [Mayor Pro Tem Harper and Councilmember Millhouse] discussed the need for additional parking at Miller Park. Those discussions, and the Committee's recommendation, are summarized in this report. B. Parking at Miller Park At times the parking needs for events at Miller Park exceed the number of parking spaces at the Park. Parking for approximately thirty (30) additional vehicles could be provided by allowing curbside parking on the east side of Miller Parkway between Peach Hill Road and the Bus Turn -Out located in front of the Park. [Note: Due to visibility problems at and south of the Stagecoach Road intersection, it is the view of staff that curbside parking not be permitted north of the Park.] C. Resolution The attached Resolution rescinds the Resolution pertaining to parking restrictions on Miller Parkway and on Peach Hill Road, and establishes revised parking restrictions on those streets which include provisions for the above mentioned curbside parking. The re- establishment of the existing parking restrictions on Peach Hill Road; 2. The re- establishment of the existing NO STOPPING ANYTIME restriction on Miller Parkway, except as noted in D -3 herein; 3. The establishment of a NO PARKING 10:00 P.M. to 6 a.m. zone on the east side of Miller Parkway from the south end of the Bus Turn -out southerly to Peach Hill Road. E. Bike Lane In order to accommodate the curbside parking described above, it is the intent of staff to relocate the Class 2 Bike Lane in this area to the eight feet (81) wide sidewalk in this area. This action will be accompanied by the placement of appropriate signs and markings. The Committee discussed the option of eliminating the Class 2 Bike Lane in this area. That option was ultimately rejected because a Class 2 Bike Lane for this street segment is shown on the Circulation Element of the Moorpark General Plan. The deletion of the Bike Lane in this area would be inconsistent with the General Plan. STAFF RECOI44ENDATION Adopt Resolution No. 2005- Attachments: Exhibit 1: Resolution BIKE—miller-0504 RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO 93 -976 PERTAINING TO PARKING RESTRICTIONS ON MILLER PARKWAY AND A PORTION OF PEACH HILL ROAD AND ESTABLISHING REVISED PARKING RESTRICTIONS FOR SAID STREETS WHEREAS, Section 22507 of the California Vehicle Code (CVC) provides for the and/or a local agency; andparking and/or stopping on any local streets by WHEREAS, pursuant to said provisions, the City Council adopted Resolution No. 93 -976 establishing certain parking restrictions on Miller Parkway and on a portion of Peach Hill Road; and WHEREAS, the City Council has determined that it is necessary to revise those parking restrictions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Resolution No. 93 -976 is hereby rescinded. SECTION 2. The City Engineer may establish additional No Stopping Anytime restrictions along the east side of Miller Parkway between Miller Park and Peach Hill Road, as deemed necessary and appropriate to provide adequate visibility at entrances to the roadway. SECTION 6. The parking restrictions provided for herein shall not apply to Bus Stops, Loading Zones and other such areas so designated by appropriate signs and /or markings. SECTION 7. The City Manager shall cause the placement of appropriate signs and /or markings giving notice of the parking restrictions provided for herein. SECTION 8. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2005.
