Subject: Notice of Completion for the Construction of the Spring
Road Median Landscaping North of Second Street and the
Replacement of the Parkway Trees on the East Side of
Tierra Rejada Road South of Courtney Lane
DISCUSSION
A. Background
On February 2, 2005, the City Council approved the award of
contract for the construction of the subject project.
B. Project Description
1. Spring Road Median Landscaping: The median in Spring Road
north of Second Street (see Exhibit 1) was constructed as a
part of the Flinn Avenue Realignment and Reconstruction
Project. The subject project installed an irrigation system
and landscaping in that median. The project included
installation of a waterline for the future landscaped
median to be constructed south of Second Street.
2. Tierra Rejada Road Parkway Tree Replacement: The parkway
trees along the east side of Tierra Rejada Road south of
Courtney Lane (see Exhibit 1) caused damage to the
sidewalks in that area. The subject project removed those
trees, repaired the sidewalk and installed replacement
parkway trees with tree grates.
C. Changes
1. Quantity Adjustments: The actual quantities required by a
project were identical to the engineer's estimate. There
was, therefore, no adjustment to the final cost due to
quantity adjustments.

2. Change Orders: One Change Order was approved, for
$189.00, for the installation of a gate valve not included
in the plans.

Note B
Note A: The subject median landscaping project is a part of the larger
Spring Road Widening Project. As discussed above in this
report, that portion of the Spring Road Widening project north
of Second Street has already been constructed. The City is
still in the process of acquiring rights -of -way for that
portion of the project south of Second Street. Construction of
the Spring Road Widening Project is scheduled for 2006.

Note B: The subject parkway tree replacement project is part of a
larger project for the construction of parkway medians along
the south side of Los Angeles Avenue east and west of Tierra
Rejada Road and along the west side of Tierra Rejada Road south
of Los Angeles Avenue. Construction of that project has been
deferred indefinitely pending a determination regarding
increased funding for parkway /median landscape maintenance.
4. Tierra Rejada Road Parkway Tree Replacement Budget: In
September 2004, the City Council approved a Budget
amendment funding this project to be a part of a larger
parkway project to be constructed in the vicinity of the
intersection of Tierra Rejada Road and Los Angeles Avenue
[Project 80331. A comparison of the funds appropriated for
this project last September and the current project cost

6. Maintenance Costs:
a. Spring Road Median: The estimated annual maintenance
cost for this new landscaped median is $3,300 [3,700 sf
x $0.90 /sf /yr.1. These costs will be funded by the
Citywide landscape Maintenance District.
b.Tierra Rejada Road Parkway Trees: In that this project
only replaces existing parkway trees, there will be no
maintenance cost increase resulting from this project.

E. Final Inspection and Acceptance
The City has completed a final inspection of the project and
has found the work to be acceptable. At this time it would be
appropriate for the City Council to accept the project as
complete so that the City Clerk may record the Notice of
Completion to start the final lien period. Absent the
receipt of any Stop Notices from subcontractors or suppliers,
the ten percent retention will be released thirty -five (35)
days after the date of the recordation of that notice.
STAFF RECOMMENDATION
Accept the work as complete.
