HomeMy WebLinkAboutAGENDA REPORT 2005 0615 CC REG ITEM 10HFROM PREPARED BY: MOORPARK CITY COUNCIL AGENDA REPORT The Honorable City Council ITEM 1 0' 1A • CITY dF M000ARK, CALIFORNIA City Council Mooting Of ACTION: /.'�1ic�'J ,a1�.6r Mary Lindley, Director of Parks, Recreation and ' Community Services Director C, Peggy Rothschild, Active Adult Center Supervisor DATE: May 11, 2005 (CC Meeting of June 15, 2005) SUBJECT: Consider Adoption of a Resolution Authorizing the Submittal of a Grant Renewal Application to the Ventura County Area Agency on Aging for Older Americans Act Title III -C Nutrition Contract Funds and Authorizing City Manager to Sign All Related Agreements DISCUSSION The City Council is being asked to adopt a resolution (Attachment A) approving and authorizing the submittal of a grant application to the Ventura County Area Agency on Aging ( VCAAA) for $14,932 in Older Americans Act (OAA) Title III -C funds for the Senior Nutrition Program. The VCAAA has issued a Request for Proposals (RFP) to Ventura County Senior Nutrition Program sites to submit renewal applications for program funding. The VCAAA currently administers the Senior Nutrition Program at 14 locations throughout the county. The funds to operate this program are derived from a combination of sources, including Federal Older Americans Act (OAA), participant donations, local grants, and in -kind donations. During FY 2004 -05, the countywide Senior Nutrition Program was restructured, and the City assumed responsibility for the day - to -day operation of the Senior Nutrition Program lunch site in Moorpark, receiving partial program funding from VCAAA. The grant funds available through the current RFP are for Senior Nutrition Program meal site operation. In addition to these OAA 00191i �_io Honorable City Council June 15, 2005 Page 2 grant funds, VCAAA purchases and contracts for delivery of the frozen meals to the City. As part of our agreement with VCAAA, the City retains all donations collected from meal site participants, less ten percent. Congregate meals are cooked and served on -site at noon, Monday through Friday, excluding holidays. Home - delivered meal service is also provided Monday.through Friday, either through a once -a- week frozen meal delivery or as a daily cooked meal delivery. The type of delivery and whether or not the meal is provided frozen or cooked is based upon the recipient's ability to heat the meal. Delivery of weekend and holiday meals, during regular delivery hours, can be made by advance arrangement. Grant applications were due May 18, 2005, at 4:00 p.m., and staff submitted an application for funding by that date. As a result, there was not sufficient time to present the City Council with the necessary resolution. As has been the case in the past, VCAAA has agreed to accept an adopted resolution by the City after the application due date. In the event the Council does not approve the proposed resolution, staff will withdraw the application. STAFF RECODDMNDATION Adopt Resolution No. 2005- Attachment: A - Resolution _a Honorable City Council June 15, 2005 Page 3 RESOLUTION NO. 2005- ATTACHMENT A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT APPLICATION REQUESTING MONIES FROM THE VENTURA COUNTY AREA AGENCY ON AGING (VCAAA) FOR OLDER AMERICANS ACT FUNDING FOR THE SENIOR NUTRITION PROGRAM AT THE MOORPARK ACTIVE ADULT CENTER WHEREAS, the City Council is dedicated to the support of beneficial programs for older Americans in the City of Moorpark; and WHEREAS, the Senior Nutrition Program at the Active Adult Center provides a daily hot meal to older adults through both a congregate and home - delivered meal program; and WHEREAS, due to health issues, older adults often are at higher risk of malnutrition than other age groups; and WHEREAS, funds to provide a nutritious noon meal at the Active Adult Center are available in the form of a grant through the Ventura County Area Agency on Aging. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and authorizes the grant application through the Ventura County Area Agency on Aging to secure funds for the Senior Nutrition Program. Further, the City Council hereby authorizes Steven Kueny, City Manager,' to serve as signatory for the City Council on all matters related to the administration of this grant. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this lst day of June 2005.
