CITY COUNCIL AGENDA REPORTBY. *" y ---� TO: The Honorable City Council FROM: Steven Kueny, City Manager 94:�� DATE: June 15, 2005 (Meeting of July 6, 2005) SUBJECT: Consider Promotion of the Community Services Technician to Administrative Specialist DISCUSSION On March 16, 2005, the City Council approved certain changes to departmental responsibilities and positions, the creation of new position classifications, and additional positions. The approved action included upgrading the Community Services Technician (Salary Range 46) in the Parks, Recreation, and Community Services Department to Administrative Specialist (Salary Range 51). The upgrade results in a salary increase of ten percent. The classification upgrade was proposed as part of a planned transfer of transportation /transit responsibilities from the Parks, Recreation, and Community Services Department to the Public Works /City Engineer Department. At the present time, the City Manager is postponing transfer of transportation /transit responsibilities to Public Works /City Engineer. For the reasons cited in this report, the proposed upgrade is recommended to take effect with the pay period beginning immediately after July 8, 2005. As Administrative Specialist, the position would assume a number of new and expanded responsibilities that are currently being performed by the Senior Management Analyst. This would allow the Senior Management Analyst to move forward a number of projects that have been pending for some time and to potentially relieve the Director of some projects. The additional and expanded responsibilities to be assigned to the Administrative Specialist include, but 000091_ Honorable City Council July 6, 2005 Page 2 are not limited to: coordination the City's Household Hazardous Waste Program, Used Oil Grant, Summer Beach Bus, paratransit program, and mandatory solid waste collection enforcement efforts. These responsibilities include contract administration and program budgeting. The upgraded position will also assume responsibility for maintaining information about the City's solid waste and recycling programs, transit programs, and related activities on the City's internet homepage and quarterly newsletter. There are sufficient funds in the FY 2005/06 budget to fund the position upgrade. If, in the future, transit services are transferred from the Parks, Recreation, and Community Services Department to the Public Works /City Engineer Department, the Administrative Specialist would report to the Parks, Recreation, and Community Services Director and assume responsibility for additional departmental projects. STAFF RECOMMENDATION Upgrade the Community Services Technician to Administrative Specialist effective July 8, 2005.
