AGENDA REPORT To: The Honorable City Council 7 From: Brad Miller, City Engineer���� Date: June 23, 2005 (Council Meeting of 7 -6 -05) SUBJECT: Consider Establishment of a Crossing Guard Warrant DISCUSSION A. Definition A Warrant is an established minimum standard or requirement which normally would have to be met in order to warrant a particular action. For example, one of the Caltrans Stop Sign Warrants is: "intersection traffic volume exceeding 500 vehicles per hour for any 8 hour period during an average day." If this condition exists at an intersection, installation of a STOP sign would be warranted. B. Caltrans Traffic Manual The Caltrans Traffic Manual sets the crossing guard warrant at forty (40) elementary school [K thru 51 aged pedestrians per hour. C. vocal Standards It is not uncommon for local communities to continue to staff crossing guard posts which do not meet the Caltrans Warrant. However, it is the view of staff that some minimum standard should be established in order to assure that the resources dedicated to this function are utilized in an effective manner. D. Crossing Guard Warrant It is recommended below that the City of Moorpark establish a Crossing Guard Warrant of five (5) elementary school -age (K thru 5) pedestrians per hour. As noted above, Post No. 1 and Post No. 3 do not meet the Crossing Guard Warrant discussed herein. If the recommended action is taken, it would be the intent of staff to advised the Moorpark Unified School District that crossing guard services at those intersection will not be provided by the City in the future. Such notice will include a request that all affected parents be notified of this change. G. Public Safetv Committee On June 8, 2005, the City Council Public Safety Committee [Mayor Hunter and Mayor Pro Tern Harper] discussed this matter and recommended that the City Council establish the Crossing Guard Warrant described herein. H. Letter from MUSD Staff has received a letter (Exhibit 1) from Dr. DePascuale, Superintendent of the Moorpark Unified School District, requesting that this matter be postponed and re- evaluated next year. RECOMMNDATION Staff and the Public Safety Committee recommend that the City Council approve and adopt the Crossing Guard Warrant described in this report. The Board of Education recently approved changes to the District's elementary schools' grade configurations. Effective for the 2005 -2006 year, Campus Canyon School and Peach Hill School will be serving students in grades K -4 and in 2006 -2007, grades K -5. Board adopted walking distances increase for students in the upper elementary grades. Due to these changes in the grade configuration and approved Board revisions increasing walking distances for the upper elementary grades, foot traffic to the sites will increase. Based on this factors I am requesting that the City postpone any modifications to the warrants and conduct another study next year. Your consideration of this request is appreciated.
