SUBJECT: Consider Revised Special Election Date for the North Park
Village and Nature Preserve Project
BACKGROUND
At the City Council's regular meeting on June 15, 2005, the Council
directed staff to prepare the resolutions required to call a special
election for January 24, 2006, for the purpose of placing the North
Park Village and Nature Preserve Project on the ballot, and also
directed staff to schedule the election resolutions for adoption on
September 7, 2005. Because a January 2006 special election had not
been previously discussed, staff was unprepared at the June 15
meeting with the calendar for a January 24, 2006, special election.
After the June 15 meeting, staff requested that Martin & Chapman
prepare a January 24, 2006 calendar (see Attachment A) and was
informed of the conflict with the holiday weeks in December and
January and the anticipated difficulty in hiring contract staff and
accomplishing the mailing requirements during that time period.
DISCUSSION
Two additional election calendars have also been prepared based on a
potential special election date of Tuesday, January 31 (Attachment
2), and Tuesday, February 7, 2006 (Attachment 3). While February 7
would have the least conflicts with the holiday time period, staff's
understanding is that the Council prefers a January 2006 election
date; therefore, January 31 is recommended. The reason for bringing
this item back onto the agenda at this time is to minimize confusion
regarding the scheduled election date. Staff needs to proceed with
hiring contract staff to assist with the election planning. As
previously directed by the City Council, Staff will schedule the
election resolutions for the September 7, 2005 agenda.
