Traffenstedt, Administrative Services Director DATE: June 29, 2005 (CC Meeting of 7/6/05) SUBJECT: Consider Resolution Amending the Salary Plan for Competitive Service, Non - Competitive Service, and Hourly Employees and Rescinding Resolution No. 2005 -2327 BACKGROUND AND DISCUSSION Attached to this report is a draft resolution amending the Salary Plan. Revisions to salary positions and ranges are shown through the use of shading (positions that have revised ranges are highlighted). The proposed revisions for Competitive Service positions are consistent with a negotiated Memorandum of Agreement (MOA) with SEIU Local 998, a separate agenda item on the July 6 regular meeting, and include a 4.2 percent cost -of- living salary adjustment and implementation of a January 2005 Salary Study (previously provided under separate cover to the City Council). Other Salary Plan recommendations that are not related to MOA negotiations are as follows: 1) Revise the range for the Management position of Information Systems Manager (from Range 67 to Range 71) ; 2) revise the Competitive Services Administrative Services Technician position to Administrative Assistant (Range 48); and 3) create a new hourly Senior Nutrition Coordinator position (Range 32). The change to the Information Systems Manager position range is due to implementation of the Salary Study recommendations. The revision of the Administrative Services Technician position to Administrative Assistant is proposed to include the promotion of the current Administrative Secretaries in the Assistant City Manager's office and Administrative Services, Community Development, Community Services and Public Works Departments to the new position at Range 48. The promotion of the five Administrative Secretaries to the Administrative Assistant position is proposed in recognition of the work experience and capabilities of the affected 000228 Honorable City Council July 6, 2005, Regular Meeting Page 2 employees and the increased responsibilities they have assumed over time. The Planning Technician position range will be adjusted from Range 44 to 45 so as to maintain consistency with the revised range for the Administrative Secretary position. The new hourly position of Senior Nutrition Coordinator for the Active Adult Center is needed for the Senior Nutrition Program and is currently staffed by a temporary Recreation Leader II. The new title is proposed to more accurately reflect the meal preparation and Senior Nutrition: Program responsibilities and a new job description will be created. If the City Council concurs with the proposed Salary Plan amendments, staff will return with revised job descriptions for new positions as part of a Classification Plan update that will be scheduled for the July 20 regular meeting agenda. No budget amendment is needed to implement the revised Salary Plan, due to projected Salary Study implementation and cost -of- living funding that was incorporated into the Fiscal Year 2005 -2006 budget. The Salary Schedules attached as Exhibit A to the draft Salary Plan resolution reflect the proposed cost -of- living adjustment. STAFF RECONMNDATION Adopt Resolution No. 2005- Attachment: Draft Salary Plan Resolution including Salary Schedules 000229 RESOLUTION NO. 2005- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NON- COMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION NO. 2005 -2327 WHEREAS, the City Council at its meeting on May 18, 2005, adopted a new Salary Plan to add an Active Adult Center Supervisor as a Non- Competitive Service position at Range 59; and WHEREAS, revisions to the Salary Plan are proposed to implement a 4.2 percent cost -of- living adjustment (as calculated through an Excel spreadsheet format), implement various salary study related revisions, revise the Administrative Services Technician position to Administrative Assistant, and create a new hourly Senior Nutrition Coordinator position. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 of this resolution are attached hereto and incorporated herein as the "Hourly Salary Schedule" Table. The Bi- Weekly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty six (26) pay periods. The Monthly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twelve (12) months. The Annual Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours. The "Bi- Weekly Salary Schedule" and "Monthly Salary Schedule" attached to this resolution are for information purposes, only, since calculations are approximate due to rounding differences. SECTION 3. The Salary Plan is based on ranges of two and one - half percent (2.50) and step increases of two and one -half percent (2.50) with a total of thirteen (13) steps. SECTION 4. City shall continue to pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part -time employees, and * ** An employee in a designated hourly position may be hired as regular part-time, consistent with the definition in the City's Personnel Rules. 000232 Resolution No. 2005 - Page 4 percent (3.0 %) of gross base salary, Department Head positions - two and one -half percent (2.5 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part -time positions - Two percent (2.0 %) of gross base salary. Gross base salary is defined as wages paid as described in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in -lieu insurance payment, uniform cleaning allowance, leave cash -out, overtime pay, car and cellular telephone allowances, and deferred compensation payment. SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall be paid to qualified regular full -time and part -time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998, and to qualified non - competitive service employees consistent with a City Council adopted management benefits resolution. Qualification for bilingual pay shall be determined by the City Manager at his or her sole discretion. The current rates per an approved MOA and management benefits resolution are: thirty cents ($.30) per hour for verbal bilingual pay, for all hours actually worked, including vacations, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week; and forty cents ($.40) per hour for combined verbal /written bilingual pay, for all hours actually worked, including vacations, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week. SECTION 6. Longevity pay compensation shall be paid to qualified regular full -time and part -time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998 as follows: 121 to 180 Months of service - one - percent (1 %), 181 to 240 Months of service - one and one -half percent (1.5 %), 241 to 300 Months of service - two percent (2.0 %),and 301 or more Months of service - two and one -half percent (2.5%); and Longevity pay compensation shall be paid to qualified non- competitive service employees consistent with the qualification requirements approved in a City Council adopted management benefits resolution as follows: 000233 Resolution No. 2005 - Page 5 Department Heads and Citv Manaaer 61 to 120 Months of service - one percent (1.0 %) 121 to 180 Months of service - one and one -half percent (1.5 %) 241 to 300 Months of service - two and one -half percent (2.5 %) 301 or more Months of service - three percent (3.0 %) Management Employees 121 to 180 Months of service - one percent (1.0 %) 181 to 240 Months of service - one and one -half percent (1.50) 241 to 300 Months of service - two percent (2.0 %) 301 or more Months of service - two and one -half percent. (2.5 %) . SECTION 7. Implementation of salary adjustments for positions noted in Section 1, herein, shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments shall be effective as of the first day of the pay period in which the anniversary date occurs. SECTION 8. The implementation of this Salary Plan shall be effective beginning with the paycheck dated July 29, 2005. SECTION 9. Resolution No. 2005 -2327 is hereby rescinded in its entirety. SECTION 10. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 6th day of July, 2005.
