SUBJECT: Consider Request from Moorpark Chamber of
Commerce for Reduced Park Rental Fees
DISCUSSION
The City is in receipt of a letter from the Moorpark
Chamber of Commerce (Attachment A) requesting a reduction
in park rental fees. The Chamber plans to sponsor a
softball tournament at Arroyo Vista Community Park to raise
money for Moorpark boy scout troops under the Boy Scouts of
America. Chamber director Virginia Hayward states that Boy
Scouts of America has assured her that the funds raised by
the Chamber will remain in Moorpark to assist with existing
and development of new troops.
The City Council has a history of waiving park rental fees
for tournaments designed to raise money for local youth
organizations such as Kiwanis' annual softball tournament
to raise funds for the various local youth sports
organizations. Staff is recommending that the Council waive
the basic park rental fees for the Chamber's use of the
four softball fields on Sunday, July 24. However,
consistent with the Kiwanis fee waiver, the Chamber would
be responsible for all direct costs, including but not
limited to, lights and one staff person to be available
during the entire tournament to handle the necessary
maintenance required to accommodate large groups.
Additionally, the Chamber would need to secure portable
toilets at their own expense, to augment the restrooms that
become over used during large events.

Dear Mayor Hunter, Councilmember Harper, Councilmember Mikos, Councilmember Millhouse, and
Councilmember Parvin,
The chamber has been involved in a number of non - profit organizations which includes the Moorpark
Adopt -A- School Program, Boys & Girls Club, Girl Scouts, Boys & Girls High School Golf Teams, Packer
Football, American Cancer Society, Moorpark Future Business Leaders of America and a number of other
organizations.
The chamber has always been concerned with the well being of our community and is eager to step up to
the plate when we can. Literally this time!
The Boy Scouts of America was incorporated to provide a program for community organizations that offers
effective character, citizenship, and personal fitness training for youth.
Scouting serves young men and women in every part of the country through more than 300 local council
service centers. Each council helps chartered organizations in its geographic area to effectively use the
Scouting program and to expand the use of the program to other community groups.
Moorpark's official Boy Scouts Community Campaign is underway. They need to raise $10,000, which
will help to provide professional staff supervision for troops in Moorpark, organize new Scouting units here
in Moorpark, provide service for existing Moorpark units, training of Moorpark volunteer leaders, and
maintenance of local council camps. The funds will also be used to provide literature, sponsorships to
disadvantaged children in our town and other items vital to the scouting program.
It is the chambers goal to help raise these funds through a business softball tournament. This is a fun way
for residents, businesses and community leaders to get to know one another better, while enjoying a fun
outdoor activity and making some new business and community connections.
I am sending this letter to not only ask for your participation in the tournament, but also to apply for a
reduced rate for the use of Arroyo Community Park on Saturday, July 24, 2005. This would help to
maximize funds for Moorpark Boy Scouts, a non - profit organization. I am familiar with a similar
arrangement that has been made in the past for other organizations such as the Kiwanis Club.

MOORPARK BOY SCOUTING INFORMATION
General:
Moorpark Boy Scouts service approximately 500 kids and has approximately 300 Adult volunteers
Units:
Three Packs, ages 7 -11
Cubs are entry level scouts with strong adult involvement and control.
Four Troops, ages 11 -18
Traditional Boy Scouts - (Hiking, backpacking, camping, fishing, and water sports).
Venturing and Exploring: wide open in their specialties
Three Venturing Crews (Co -ed) Ages 14 -21
Note:
Of these the crews, two are traditional (diking, backpacking, camping, fishing, and water sports).
The third crew is focused on drama and the arts and has eleven girls and one boy.
Posts: (co-ed) age 14 -21, none at this time, working on recruitment
Future:
*Law Post
*FBLA
*Heath and Safety (Currently formed, working on recruitment)
*Hispanic out reach- Note: We are working to reach out to the Hispanic population at this time and are
currently involved with a group of business leaders in Moorpark to provide positive outlets for Hispanic
youth activity.
Funding:
The national HQ provides insurance for all registered members, adult and children. This is in the form of a
once a year dues, approximately $11.00 per year. As for funding for training, summer camp, and all
Moorpark activates, these are raised locally. Any donation that comes from the local community stays in
the local community. We do NOT receive any funds from our National office.
