HomeMy WebLinkAboutAGENDA REPORT 2005 0720 CC REG ITEM 10HITEM 10' �4 CITY OF MOORPARK, CALIFORNIA City Council Meeting of a1GOS _ ACTION: BY: MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Mary Lindley, Director of Parks, Recreation and Community Services Director PREPARED BY: Peggy Rothschild, Active Adult Center Supervisor DATE: July 12, 2005 (CC Meeting of July 20, 2005) SUBJECT: Consider Resolution Authorizing the Submittal of a Grant Application to the Ventura County Community Foundation for Community Needs Response Funds and Authorizing City Manager to Sign All Related Agreements DISCUSSION The City Council is being asked to adopt a resolution (Attachment A) approving and authorizing the submittal of a grant application to the Ventura County Community Foundation (VCCF) for $4,000 in Community Needs Response Funds for the Senior Nutrition Program. The VCCF has issued a Request for Proposals (RFP) to Ventura County Senior Nutrition Program sites to submit applications for program funding. The VCCF's Community Needs Response Fund is administered with the purpose of supporting programs that make an investment in the community and improve the lives of Ventura County residents. During FY 2004 -05, the countywide Senior Nutrition Program was restructured, and the City assumed responsibility for the day - to -day operation of the Senior Nutrition Program lunch site in Moorpark. As a result of the Senior Nutrition Program's transition from a countywide to a citywide program, VCCF has determined that grant funds may be used to assist City programs in this transition phase so that the community will continue to be well- served by the program. 000286 Grant applications were due July 18, 2005 and staff submitted an application for program operation funding by that date. As a result, there was not sufficient time to present the City Council with the necessary resolution. VCCF agreed to accept an adopted resolution by the City after the application due date. In the event the Council does not approve the proposed resolution, staff will withdraw the application. STAFF RECOMMENDATION Adopt Resolution No. 2005- Attachment: A - Resolution 000287 Honorable City Council July 20, 2005 Page 3 RESOLUTION NO. 2005- ATTACHMENT A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT APPLICATION REQUESTING MONIES FROM THE VENTURA COUNTY COMMUNITY FOUNDATION (VCCF) FOR COMMUNITY NEEDS RESPONSE FUNDS FOR THE SENIOR NUTRITION PROGRAM AT THE MOORPARK ACTIVE ADULT CENTER WHEREAS, the City Council is dedicated to the support of beneficial programs for older Americans in the City of Moorpark; and WHEREAS, the Senior Nutrition Program at the Active Adult Center provides a daily hot meal to older adults through both a congregate and home - delivered meal program; and WHEREAS, due to health issues, older adults often are at higher risk of malnutrition than other age groups; and WHEREAS, funds to provide needed equipment for Senior Nutrition Program operation at the Active Adult Center are available in the form of a grant through the Ventura County Community Foundation. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and authorizes the grant application through the Ventura County Community Foundation to secure funds for the Senior Nutrition Program. Further, the City Council hereby authorizes Steven Kueny, City Manager, to serve as signatory for the City Council on all matters related to the administration of this grant. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original Resolutions. PASSED AND ADOPTED this 20th day of July 2005.
