SUBJECT: Consider Authorization to Proceed with the Los Angeles
Avenue / Tierra Rejada Road Parkway Landscaping Project
[Project 8033]
OVERVIEW
The purpose of this report is to seek City Council authorization
to proceed with design development and construction of the subject
project.
BACKGROUND
A number of years ago, the City Council deferred consideration of
new parkway / median projects to be maintained by the Citywide
Landscape Maintenance Assessment District [AD84 -2]. That action
was taken because, since the passage of Proposition 218, AD84 -2
revenues have been less than annual Citywide parkway / median
landscape maintenance costs. Each year the City Council is asked
to approve Fund transfers from the Gas Tax Fund [Fund 2605] and
the General Fund [Fund 1000] to cover this shortfall. On occasion
the City Council has approved projects [like the Spring Road
median near Flinn Avenue and the Princeton Avenue (formerly Los
Angeles Avenue) median near Condor Drive] which add to Citywide
landscape maintenance costs, knowing that such action will cause
the above mentioned Fund transfer amount to increase. It is the
view of staff that the benefits derived from the subject project,
as discussed here, justify a similar action in this case.
DISCUSSION
A. Project Design
Plans and specifications have been prepared for the
construction of parkway irrigation and landscaping at the

locations generally shown on Exhibit 1 and listed as follows:
• South side of Los Angeles Avenue - west of Butter Creek Road;
• South side of Los Angeles Avenue - from Butter Creek Road to
a point west of Mira Sol;
• South side of Los Angeles Avenue - from a point east of Mira
Sol to Tierra Rejada Road;
• South side of Los Angeles Avenue - between Tierra Rejada Road
and Beltramo Road
• West side of Tierra Rejada Road - from Los Angeles Avenue to
the south end of the perimeter wall for Tract 2817 -2 (across
the street from Glenwood Park).
B. Project Scope Increase: Added Design Effort
The City is currently constructing a street widening project on
the south side of Los Angeles Avenue from Beltramo Ranch Road
to a point east of Maureen Lane (see Exhibit 2). That project
includes easements for the future installation of landscaping
along the north side of the walls being constructed as a part
of that project. The intent was to extend the irrigation system
to be constructed east of Tierra Rejada Road to serve these new
landscape easements, when the subject project is constructed.
It is recommended below, that we proceed at this time with
preparation of landscape plans for these new landscape
easements.
C. Estimated Annual Maintenance Costs
The estimated annual cost to maintain the landscaping to be
installed by this project, as revised, is approximately
$20,000. As mentioned above, it is anticipated that the annual
Fund transfers to Fund 2300 will increase by this amount, after
these improvements are constructed.
D. Project Justification
It requested that the City proceed with this project at this
time for the following reasons:
• The new landscape easements being provided east and west of
Maureen Lane require landscaping to help screen the new
block wall and to complete this road widening project;
• The sidewalk on the west side of Tierra Rejada Road south of
Los Angeles Avenue needs parkway landscaping installed to
help screen that wall and to augment the tree replacement
project recently completed on the east side of the street;

• The appearance of the west entrance to the City does not
measure up to the aesthetic standards to be found elsewhere
in the City, and the proposed parkway landscaping project
will greatly improve the aesthetics in this area.
E. Budget
The FY 05/06 Budget includes Project 8033 for the design and
construction of project described in Section A of this report.
The current Budget amount is summarized as follows:

Note: The Fund 2300 appropriation represents monies
deposited into
this Fund which
were received
from a Developer
as remediation
for tree damage
caused by that
developer.
It is anticipated that the funding for this project will have
to be increased to cover the cost of adding the areas east of
Beltramo Ranch Road. That action is being deferred until a more
accurate project cost estimate is known.
F. Work Plan
Development and implementation of this project will require the
following:
• Retain a landscape architect to review the existing design
plans and expand same to include the landscape easements
east of Beltramo Ranch Road;
• Seek and obtain a Caltrans Landscape Maintenance Agreement
providing for City maintenance of the landscaping to be
constructed within the State right -of -way;
• Seek and obtain a Caltrans Encroachment Permit for the
construction of that portion of the project within the
State right -of -way;
• Seek City Council approval of the plans and specifications
and authorization to advertise for the receipt of bids for
construction.
