SUBJECT: Consider Authorizing Use of City Marquee Signs and
Portable Lights for Rotary Club Civil War Reenactment
Event Scheduled for November 5 and 6, 2005, at Tierra
Rejada Ranch
BACKGROUND AND DISCUSSION
The Moorpark Rotary has requested in an email transmission dated
August 17, 2005 (attached) for the City's assistance in
promoting their Civil War Reenactment event (scheduled for
November 5 and 6) on the City's marquee signs and for use of
City portable lights. The City Council did approve use of the
City marquee signs and the portable lights for the November 2004
Civil War Reenactment event, subject to certain conditions.
Staff supports approval of the Rotary's 2005 event request,
subject to the following conditions:
• Rotary will provide standard insurance and waiver of
liability requirements for use of the marquee signs and
portable lights as approved by the City's Parks, Recreation
and Community Facilities Directors
• City staff will deliver portable lights to the event site
on November 4 and pickup the lights on November 7, with
Rotary to be responsible for providing secure storage of
the City's lights from the time of delivery until pickup;
and
• Rotary will be permitted use of no less than two City
marquee signs to include the name, date, time, and location
of the Civil War Reenactment event for a maximum of two
weeks.

STAFF RECOMMNDATION
Approve use of City marquee signs and approve use of City
portable lights, subject to conditions specified in the agenda
report.

"In the past the City Council has been very helpful in assisting the Rotary Club of Moorpark
in the success of its annual Civil War event. As you may know, all of the proceeds from the
event go to support Moorpark educational and charitable programs. Last year the Council
was kind enough to let the Club advertise the event on the City's marquee signs and loan
the Club the use of the City's lights for our nighttime battle event. Those of you who were
able to attend know that the lighting made this nighttime battle a spectacular time. The
event was attended by over 6,500 people and over 600 re- enactors.
It is that time of the year again and the Club would like the City's support in this worthwhile
event through the loan of the City lights on November 5 and 6. We greatly appreciate the
City's continued support of Rotary and this event."
