Bobardt, Planning Man DATE: September 8, 2005 (CC Meeting of 9/21/2005) SUBJECT: Consider General Plan Amendment No. 2001 -05, Specific Plan No. 2001 -01, and Zone Change No. 2001 -02 for 1,650 Housing Units on 3,586.3 Acres Located Generally North of Moorpark College and State Route 118 on Land Immediately Outside City of Moorpark Municipal Boundaries, Applicant: North Park Village, LP BACKGROUND /DISCUSSION On September 7, 2005, the City Council continued this agenda item with the public hearing closed to September 21, 2005, to coincide with the consideration of election issues related to the North Park project (Item 9A). Minor changes have been made to the draft Specific Plan document as directed by City Council on June 15, 2005. These changes primarily include text clarifications and corrections to typographical errors. Invasive exotic plant species were also deleted from the recommended fire protection "fuel- modification zone" plant list in Appendix A. A complete draft Specific Plan document incorporating these changes has been provided under separate cover and has been posted on the City's website as of September 19, 2005. In addition, the draft General Plan Amendment exhibits have been amended to show the North Park Specific Plan boundary, also reflecting direction given by City Council on June 15, 2005. These documents are provided as part of a Moorpark voter ordinance, to be considered by Council for placement on a ballot under Agenda Item 9A. The resolution referenced in this staff report is also to be considered as part of Agenda Item 9A. 000001 Honorable City Council September 21, 2005 Page 2 STAFF RECOMMENDATION Adopt Resolution No. 2005- (in Agenda Item 9A) placing an Ordinance on the ballot that includes General Plan Amendment No. 2001 -05, Specific Plan No. 2001 -01, and Zone Change No. 2001 -02 with Development Agreement No. 2005 -01 for consideration by Moorpark voters.
