SUBJECT: Resolution Establishing Parking Restrictions on
Third Street
BACKGROUND
Resolution No. 91 -752 rescinded prior actions and established
certain revised parking restrictions on the south side of Third
Street along the frontage of Flory Elementary School. Those
parking restrictions consisted of 1) a No Parking - Loading Zone
at the east end of Third Street and a Bus Stop - No Parking Zone
between the passenger loading zone and Flory Avenue. Resolution
No. 91 -752 also revised and reestablished parking restrictions on
Poindexter Avenue.
Later, Resolution No. 2000 -1704 rescinded Resolution No. 91 -752,
as well as a number of other resolutions, reenacted revised
parking restrictions for a number of street segments.
Unfortunately, the list of parking restrictions revised and
reenacted by Resolution No. 2000 -1704 did not include Third Street
east of Flory Avenue. It is necessary, therefore, to adopt a
resolution reestablishing parking restrictions along the Third
Street frontage of Flory Elementary School.
DISCUSSION
A. Bus Stop
The attached Resolution establishes a "Bus Stop - No Parking"
zone on the south side of Third Street east of Flory Avenue.
B. 5 Minute Parkin
The attached Resolution also establishes a "5 Minute Parking"
zone on the south side of Third Street west of Bard Street.
This "5 Minute Parking" zone replaces the existing Loading Zone

at the east end of Third Street. The nature of the "drop -off"
and "pick -up" activities which occur in this area require the
driver to leave the vehicle unattended. Such activity is
incompatible with a Loading Zone. A "5 Minute Parking"
restriction will better facilitate this activity.
C. Time / Day Limitations
The attached Resolution states that both of the above described
parking restrictions shall only be effective between the hours
of 7:00 a.m, and 4:00 p.m., Monday thru Friday, except
Holidays. This will allow the use of this area for curbside
parking at other times.
D. Length of Parking Area and Bus Stop Area
The attached Resolution states that the exact limits and length
of the Bus Stop and the "5 Minute Parking" zones shall be
determined, and may from time to time be adjusted by the Public
Works Director. This will allow City staff some flexibility in
adjusting parking restrictions to best fit the demonstrated
needs in this area.

RESOLUTION NO. 2005 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING PARKING
RESTRICTIONS ON THIRD STREET
WHEREAS, Section 22507 of the California Vehicle Code (CVC)
provides for the restriction and /or prohibition of parking and /or
stopping on any local streets by a local agency; and
WHEREAS, pursuant to CVC Section 22507, certain parking
restrictions had been established on Third Street by adoption of
City Council Resolution No. 91 -752; and
WHEREAS, the City Council adopted Resolution No. 2000 -1704
revising the parking restrictions on another street, and in so
doing rescinded Resolution No. 91 -752; and
WHEREAS, it is necessary to reestablish the parking
restrictions on Third Street; and
WHEREAS, the City Council has determined that it is also
necessary to revise the parking restrictions initially established
by Resolution No. 91 -752.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A "Five- Minute Parking" zone is hereby
established on the south side of Third Street from Bard Street
westerly to the limits of the Bus Stop area established by Section
2 of this Resolution.
SECTION 2. A "No Stopping - Bus Stop" zone is hereby
established on the south side of Third Street from Flory Avenue
easterly to the limits of the "Five- Minute Parking" area
established by Section 1 of this Resolution.
SECTION 3. The division between the "Five Minute Parking"
area and the Bus Stop area, and therefore the length of each of
those areas, shall be determined by, and may from time to time be
relocated by, the Public Works Director, to best meet the needs of
parking and loading requirements in this area.
SECTION 4. The restricted parking and Bus Stop areas
established by Sections 2 and 3 of this Resolution shall only be
effective between the hours of 7:00 a.m. and 4:00 p.m., Monday
through Friday, except Holidays.

SECTION 5. The City Manager shall cause the placement of
appropriate signs and /or markings giving notice of the parking
restrictions provided for herein.
SECTION 6. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original resolutions.
