SUBJECT: Extension of Street Sweeping Contract
BACKGROUND
The effective date of the current contract for street sweeping
services was January 5, 2001. Unless extended, that contract will
expire December 31, 2005.
DISCUSSION
A. Request
The current service provider [Pacific Sweep] has requested
approval of a five -year extension to the existing contract.
B. Options
The options are:
1) to approve the request and extend the term of the existing
agreement; or
2) direct staff to:
a) prepare a Request for Proposals;
b) prepare bid documents and specifications;
c) administer the bidding process;
d) evaluate the proposals received; and
e) present results to the City Council for consideration.
C. Evaluation of Existing Contract and Contractor
The current rate for the subject services is $15.43 per curb
mile swept. This rate is at or below the rates generally found
in the industry in this region.
The service provided by the Contractor has been found to be
adequate. The number of street sweeping complaints received by

the City is far less than the standard in the industry. In the
past staff has found that most of the complaints received were
less related to the quality of the sweeping service and more
related to the fact that the complaining party was the recipient
of a parking citation. Recent changes to the sweeping schedule
and related street sweeping parking restriction enforcement, has
improved public relations matters related to these programs.
For these reasons, it is the view of staff that the efforts
required to administer the process required to seek bids for
these services, is not justified in light of other pressing
priorities in the Public Works Department. It is the
recommendation of staff, therefore, that the current contract be
extended.
It should be noted that the existing Agreement (proposed to be
extended) allows the City to terminate this contract, with or
without cause, with thirty day (30) notice.
STAFF RECObMNDATION
Authorize the City Manager to execute a contract amendment
extending the term of the Agreement for street sweeping services to
December 31, 2010.
