Funds are available through HCD to rehabilitate owner occupied
homes of low and very low income homeowners. The funds will
provide deferred loans at 0 -3% interest. When the CalHome loans
are repaid, the funds and any interest return to a City -
established housing reuse account and may be reused for housing
programs such as housing rehabilitation or home buyer
assistance.
Staff recommends requesting $500,000, sufficient for 25 loans
averaging $20,000 each. Funds awarded must be utilized within
36 months of award. CalHome Program regulations include a
service delivery fee for eligible costs of services relating to
the rehabilitation work. The service delivery fee is provided
as a grant to the City.

RECOMMENDATION
Approve attached Resolution No. 2005- authorizing an
application for CalHome funds for housing rehabilitation loans
as provided in this staff report.

RESOLUTION NO. 2005-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING
SUBMITTAL OF AN APPLICATION TO THE STATE OF
CALIFORNIA DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT (HCD) FOR FUNDING
UNDER THE CALHOME PROGRAM AND EXECUTION OF A
STANDARD AGREEMENT IF SELECTED FOR SUCH
FUNDING, INCLUDING ANY AMENDMENTS THERETO,
AND ALL OTHER DOCUMENTS REQUIRED BY HCD FOR
PARTICIPATION
WHEREAS, the City of Moorpark, a municipal corporation,
wishes to apply for and receive an allocation of funds through
the CalHome Program; and
WHEREAS, the California Department of Housing and Community
Development (HCD) has issued a Notice of Funding Availability
(NOFA) for the CalHome program established by Chapter 84,
Statutes of 2000 (SB 1656 Alarcon), and codified in Chapter 6
(commencing with Section 59650) of Part 2 of Division 31 of the
Health and Safety Code (the "statute "). Pursuant to the
statute, HCD is authorized to approve funding allocations
utilizing monies made available by the State Legislature to the
CalHome program, subject to the terms and conditions of the
statute and the CalHome Program Regulations adopted by HCD on
August 15, 2003; and
WHEREAS, the City of Moorpark wishes to submit an
application to obtain from HCD an allocation of CalHome funds in
the amount of $500,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. In response to the Notice of Funding
Availability issued on August 10, 2005, the City of Moorpark
shall submit to HCD an application to participate in the CalHome
Program, requesting a funding allocation in the amount of
$500,000 for any of the following activities related to the
rehabilitation of owner- occupied homes of low and very low
income homeowners in the City of Moorpark:
• the cost of rehabilitation of the property;
• building permits, if needed;

• appraisal, architectural, engineering, or other consultant
services directly related to the rehabilitation of the
property; and
• non - recurring loan closing costs.
SECTION 2. If the application for funding is approved, the
City of Moorpark hereby agrees to use the CalHome funds for
eligible activities in the manner presented in the application
as approved by HCD and in accordance with program regulations
herein referenced. It also will execute any and all other
instruments necessary or required by HCD for participation in
the CalHome Program.
SECTION 3. The City of Moorpark authorizes the City
Manager to execute in the name of the City of Moorpark, the
application, the Standard Agreement, and all documents required
by HCD for participation in the CalHome Program, and any
amendments thereto.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be
filed in the book of original resolutions.
