Subject: Consider Amendment to Agreement for Professional
Services with Rollins Consulting, Inc. for
Construction Management Services relating to the
Correction of Deficiencies in the Window
Installations at the Police Services Center
DISCUSSION
On July 2, 2003 the City Council approved an Agreement for
Professional Services with Rollins Consulting, Inc. (RCI) for
the management of the Construction of the Police Services
Center. Construction of the Center has reached completion
stage however a deficiency has been detected in the exterior
windows. The General Contractor has not acknowledged
responsibility for the deficiency and has replied to the
City's Directed Change Order with a demand for time and costs
that appear to be excessive for the corrective work involved.
The City has obtained bid proposals for the corrective work
from contractors for the window replacement and subsequent
waterproofing and repairs and is prepared to proceed with the
corrective measures which involve removing the 45 exterior
window units in the building, reinstalling the windows
correctly based on details provided by the WWCOT Architects
and repairing exterior stucco and interior wall finishing as
necessary.
The coordination and management of this corrective by other
contractors is outside the scope of work of the original
agreement with RCI and an amendment to the contract
(Attachment 1), is necessary. The cost for these services
shall not exceed $33,600 and will be recovered from the funds

retained from the original contractor under the terms of the
construction contract.
STAFF RECOMMENDATION
1. Approve Amendment to Professional Services Agreement with
Rollins Consulting Inc. subject to final language
approval by the City Manager and City Attorney.

Subject: Window Repair - Add Services Proposal
Dear Mr. Riley,
Rollins Consulting, Inc. (RCI) is pleased to offer the following Add Services Fee Proposal
that you had requested regarding additional Construction Management services for the
new Police Services Facility.
SCOPE OF ADDITIONAL SERVICES:
♦ Construction Management of the Corrective Window Repairs:
Provide daily on -site management for an eight (8) week term, for the corrective removal,
repair, and replacement of all exterior windows as identified in the Construction
Change Directive #2 issued to Viola, Inc. on August 29, 2005, and as defined within
WWCOT Architect's "Typical Window Repair Detail" dated August 14, 2005. RCI's
services shall include the photographic documenting of the existing work, in addition to
the photographic documenting of the corrective repairs being performed by the City's
selected Contractor.
Total Add Service: $33.600.00

TERMS:
This Add Service Agreement will be subject to all terms and conditions as stipulated in the
"Original Agreement" between City of Moorpark and Rollins Consulting, Inc, dated July 14,
2003.
