SUBJECT: Consider General Plan Amendment No. 2001 -05, Specific
Plan No. 2001 -01, and Zone Change No. 2001 -02 for
1,650 Housing Units on 3,586.3 Acres Located Generally
North of Moorpark College and State Route 118 on Land
Immediately Outside City of Moorpark Municipal
Boundaries, Applicant: North Park Village, LP
BACKGROUND
On September 21, 2005, the City Council continued this agenda
item with the public hearing closed to October 5, 2005, at the
request of the project applicant. The City Council also
requested additional information on changes to the buildout
housing units and population since the Land Use Element was
adopted in 1992.
DISCUSSION
The following information is provided in response to the City
Council's request.
Housing Units
The 1992 Land Use Element projected a Moorpark buildout of
12,511 housing units within the existing city limits. Since
1992, the City Council adopted 15 General Plan Amendments within
the city limits that affected the number of houses that could be
built under the General Plan. The following table documents the
changes that would result from each of these General Plan
Amendments. These changes would bring housing buildout to
13,474 units, an increase of 963 units. It should be noted that
this number only involves approved General Plan Amendments.
Staff is currently processing several General Plan Amendment
applications that would increase this number, if approved.

Population
Staff expects that, barring any unforeseen extreme economic
downturns, the housing in Moorpark will be more or less built
out sometime between 2015 and 2020. While projecting the
potential housing units at buildout is straightforward (acreage
multiplied by allowable density), population projections involve
market forces and demographic shifts that are not always easy to
project. The 1992 Land Use Element projected a buildout
population of 34,280, assuming an average household size of
2.74. The current average household size, based on 2000 Census
and 2005 California Department of Finance estimates is 3.55, a
30o increase above the 1992 projection.

Analyzing the 2000 Census data, it appears that the main factor
contributing to the large household size in Moorpark is the
relatively high percentage of families with children (54.7 %),
compared to the relatively low percentage of seniors (4.596).
This is common in newer suburban communities that have
experienced a period of rapid development. As the community
matures, it will likely result in a reduced household size. The
average household size in Simi Valley is 3.08, and the average
household size in Thousand Oaks is 2.80. The following table
shows adjustments to the General Plan population projections,
using today's average household size (3.55) compared to the
projected average household size in the Land Use Element (2.74):

The General Plan Amendment, Specific Plan and Zone Change
documents are provided as part of a Moorpark voter ordinance, to
be considered by Council for placement on a ballot under Agenda
Item 9A. The resolution referenced in this staff report is also
to be considered as part of Agenda Item 9A.
STAFF RECOMMENDATION
Adopt Resolution No. 2005- (in Agenda Item 9A) placing an
Ordinance on the ballot that includes General Plan Amendment No.
2001 -05, Specific Plan No. 2001 -01, and Zone Change No. 2001 -02
with Development Agreement No. 2005 -01 for consideration by
Moorpark voters.
