Lindley, Parks, Recreation, and Community�'� Services Director DATE: September 27, 2005 (Meeting of October 5, 2005) SUBJECT: Consider Request for Qualifications for Architect to Design Arroyo Vista Recreation Center and Gymnasium Expansion DISCUSSION Staff has prepared a Request for Proposal to design an expansion of the Arroyo Vista Recreation Center (AVRC) and gymnasium and is seeking Council's consent to solicit cost proposals for an architect. The expansion of the gym is one of the Council's approved objectives for FY 2005/06. The proposed scope of work is to design an expansion of the existing gym that would more than double its current size (approximately 7,600 square feet) by doubling the court area and adding a men's and women's locker /shower room, and a small office for recreation staff. Additionally, the proposed scope of work includes two alternates that would enlarge AVRC by: 1) adding an additional 3,600 square foot activity room to the east of the existing smaller activity room and 2) adding approximately 300 square feet of office space. AVRC and gym have been used to capacity for the past several years. There is not enough gym space to grow the City's youth and adult sports related leagues and activities and to accommodate the needs of non -City activities including Moorpark Basketball Association and other rental requests. As a result, City staff has refrained from implementing new programs and /or expanding existing programs until additional gym space can to secured. Honorable City Council October 5, 2005 Page 2 There is also a significant demand for additional classroom and meeting space to expand the number of recreation classes that can be offered. The current four full -time recreation staff housed at AVRC work in office space that is shared with a number of part -time staff and was originally designed as three work areas. The office area was not designed to accommodate the number of staff currently working, while also ensuring sufficient space to handle customer transactions. It is estimated that if the City were to undertake the expansion of the gym and recreation center as proposed (includes the two alternates, all design and site work), it would cost approximately $5,760,000. The cost breakdown is as follows: Project Estimated Cost Gym Expansion $4,030,000 Activity Room $1 X 590 000 Office Expansion $ 140,000 Total $5,760,000 To date, the Community Zone Park Improvement Fund, which funds improvements at AVCP, has a balance of 2.1 million. It is anticipated that over the next five to ten years the City could receive an additional 6 million in Community Zone revenue. In the past, the City Council has identified the Community Zone fund balance for a community pool to be built at AVCP. The estimated cost of designing and constructing a recreation pool is 3 to 4 million. The estimated cost of maintaining a recreation pool is approximately $200,000 annually. It is suggested that the Council consider under taking the initial design of all of the aforementioned AVRC and gym improvements. Said design work would include estimates for hard costs (all construction and site work) which would allow the Council to consider proceeding with construction of the total project at one time or to phase the construction over time. It is estimated to design construction plans and specifications is approximately $600,000 (including field work during construction). Construction plans and specifications are an additional $300,000. After the completion of a draft plan, if the City were to proceed with construction, there would be additional architectural fees to administer certain aspects of the construction contract, field work, and supervision, which would cost approximately $150,000. The City budgeted $50,000 for architectural work on the design of the AVRC gym expansion in the adopted FY 2005/06 budget. If the Council authorizes the release of the draft Request for Qualifications, and the Council later awards a contract to the successful consultant, a budget amendment would be prepared at that time. Staff recommends that the Council authorize the solicitation of cost proposals from qualified architects. The proposals will be evaluated by staff and presented to the City Council for further consideration. STAFF RECOMMENDATION Authorize solicitation of a Request for Qualifications /Proposals for the design of Arroyo Vista Recreation Center and gym improvements.
