Gilbert, Interim Director of Public Works DATE: October 6, 2005 (Council Meeting 10- 19 -05) SUBJECT: Consider Possible Action to Change the Name of New Los Angeles Avenue to Los Angeles Avenue DISCUSSION A. Duplicate Street Names / Prior Actions As you may recall, at one time the City had five (5) street segments with the term "Los Angeles" in the name. In order to eliminate past problems related to this duplication, the name for three (3) of those street segments was changed. The five (5) street seaments in auestion are listed as follows: Street Name Limits Changed to: Los Angles- Place - - -- Los Angeles Ave. South of Condor Dr. East of High St. -- Virginia Colony Pl. Princeton Ave [Old] Los Angeles Ave. New Los Angeles Ave.- East of Collins Dr.- East of Spring Rd. Arroyo Drive Subject Action ;Los Angeles Avenue West of Spring Rd. -- 1 B. New Los Anaeles Avenue When the Route 23 Freeway was constructed in the early 1970's, Los Angeles Avenue was extended from Spring Road easterly to connect to the new freeway. In order to avoid duplication of street names, this highway segment was named New Los Angeles Avenue. The roadway extending easterly from High Street was already named Los Angeles Avenue. Now that the name for the street extending east from High Street has been changed to Princeton Avenue, consideration should now be given to changing the name of New Los Angeles Avenue to Los Angeles Avenue. When and if this action is taken, there will be only "one" street in the City with the term "Los Angeles" in the street name. Name New L A 10510 0 New L. A. Transportation and Streets Committee The Transportation and Streets Committee (Mayor Pro Tem Harper and Councilmember Millhouse) considered this matter at their regularly scheduled meeting of October 3, 2005. A notice was mailed to all affected property owners, advising them that the Committee would be discussing this possible action and inviting them to comment on the matter and /or come to the meeting. There was no response to the notice and no one came to the public meeting. The Committee recommended that the matter be forwarded to the City Council with a recommendation that the street name be changed as proposed herein. D. Authority Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by adoption of a City Council Resolution. E. Public Notice A public hearing is not required in order for the City Council to change the name of a street. However, consistent with past practices, it is recommended that a letter be sent to all affected property owners and public agencies, advising them of City's intended action. F. Fiscal Impact It is estimated that the cost of changing the street name signs, including the large signs on the freeway, will be approximately $50,000. It will be necessary to amend the budget, at some point, to fund these costs. G. Post Office In discussions with Post Office officials, staff was advised that, in the event of a changed street name, mail addressed to the prior street name will be delivered to the new address in the same manner as "forwarded mail". Also, if the name of the street is changed, the address numbers will remain unchanged. It should also be noted that address numbering increases in a logically manner as one moves west to east from a point west of Spring Road to a point east of Spring Road, and there will be no need to change any address numbers as a result of the proposed action. Caltrans Permit It will be necessary for staff to obtain a Caltrans Encroachment Permit to change all affected freeway signs. STAFF RECOMMENDATION Direct staff to mail a notice to all affected property owners, residents, emergency response agencies and utilities, advising them of a public meeting to be held on November 16, 2005, to consider changing the name of New Los Angeles Avenue to Los Angeles Avenue.
